Recent discourse in the field of participatory agricultural research has focused on how to blend various forms and intensities of stakeholder participation with quality agricultural science, moving beyond the simple “farmer-first” ideology of the 1980s and early 1990s. Yet, most existing frameworks of participation in agricultural research still adhere to a linear typology of participatory research with an inherent claim of “the more participation, the better.” In this article, we propose a new framework that looks at participatory research elements along different dimensions and attributes and thus takes into account the diversity and dynamics of agricultural research projects. The framework provides a basis for agricultural researchers engaged in participatory processes with local stakeholders to decide for which issues and in which phases certain participatory elements could be used in a specific research context. Rather than aiming at maximizing the adoption of participatory methods, it can thus become a tool for optimizing the use of participatory approaches in agricultural research. We conclude that this framework can be a starting point for a more thoughtful integration of participatory elements in agricultural research projects that does justice to the multidimensional and dynamic nature of stakeholder participation in varying contexts.

Stakeholder participation in agricultural research projects: a conceptual framework for reflection and decision-making

SUMMARY Since the Green Revolution, the public-sector’s agricultural research strategy for increasing food crop productivity has been explicitly based on the premise that technology can cross political and agroclimatic boundaries, primarily through the ‘training and visit’ system of extension (also known as ‘transfer of technology’ and the ‘pipeline’ model). Today, a different strategy is emerging. Efforts to develop the necessary institutional capacity for more client-oriented participatory research, particularly in plant breeding, are now a central part of the public-sector agricultural research strategy. Greater use of participatory and gender-analysis approaches in agricultural research has significant conceptual and methodological implications for impact assessment and institutional learning.

Responding to the challenges of impact assessment of participatory research and gender analysis

Participatory research can improve the efficiency, effectiveness, and scope of research processes, and foster social inclusion, empowerment, and sustainability. Yet despite four decades of agricultural research institutions exploring and developing methods for participatory research, it has never become mainstream in the agricultural technology development cycle. Citizen science promises an innovative approach to participation in research, using the unique facilities of new digital technologies, but its potential in agricultural research participation has not been systematically probed. To this end, we conducted a critical literature review. We found that citizen science opens up four opportunities for creatively reshaping research: (i) new possibilities for interdisciplinary collaboration, (ii) rethinking configurations of socio-computational systems, (iii) research on democratization of science more broadly, and (iv) new accountabilities. Citizen science also brings a fresh perspective on the barriers to institutionalizing participation in the agricultural sciences. Specifically, we show how citizen science can reconfigure cost-motivation-accountability combinations using digital tools, open up a larger conceptual space of experimentation, and stimulate new collaborations. With appropriate and persistent institutional support and investment, citizen science can therefore have a lasting impact on how agricultural science engages with farming communities and wider society, and more fully realize the promises of participation.

Citizen science breathes new life into participatory agricultural research. A review

The agricultural research and development institutions in most developing countries are poorly equipped to support the needs of millions of smallholder farmers that depend upon them. The research approaches taken by these systems explicitly or implicitly seek simple, one-size-fits-all solutions for problems and opportunities that are extremely diverse. Radical change is needed to facilitate the agroecological intensification of smallholder farming. We propose that large-scale participatory approaches, combined with innovations in information and communications technology (ICT), could enable the effective matching of diverse options to the wide spectrum of socio-ecological context that characterize smallholder agriculture. We consider the requirements, precedents and issues that might be involved in the development of farmer research networks (FRNs). Substantial institutional innovation will be needed to support FRNs, with shifts in roles and relationships amongst researchers, extension providers and farmers. Where farmers’ organizations have social capital and strong facilitation skills, such alignments may be most feasible. Novel information management capabilities will be required to introduce options and principles, enable characterization of contexts, manage data related to option-by-context interactions and enable farmers to visualize their findings in useful and intelligible ways. FRNs could lead to vastly greater capacity for technical innovation, which could in turn enable greater productivity and resilience, and enhance the quality of rural life.

Farmer research networks as a strategy for matching diverse options and contexts in smallholder agriculture

While rural poverty is endemic in the Andean region, structural adjustment programmes have led to a dismemberment of agricultural research and extension services so that they are unable to serve the needs of smallholder farmers. The NGO Practical Action has been working in the Andes to address farmers' veterinary and agriculture needs. The work has included the training of farmer-to-farmer extension agents, known locally as Kamayoq. The Kamayoq have encouraged farmer participatory research, and local farmers pay them for their veterinary and crop advisory services in cash or in kind. The Kamayoq model is largely an unsubsidised approach to the provision of appropriate technical services and encouragement of farmer participation. Operationalising participatory research and farmer-to-farmer extension: the Kamayoq in Peru

This article reviews, through reference to the published literature, some key questions about participatory research. When should participatory research be used? How should participatory research be applied? What about quality of science in participatory research? Are there any institutional issues associated with the use of participatory research? And what are the benefits and costs of participatory research? The article is not a comprehensive literature review on participatory research, it is not meant to set standards for participatory research, nor to define what constitutes ‘good’ participatory research, but rather it seeks to summarise the realities of implementing participatory research, as discussed and debated by several published authors, and to provide some useful background for this special issue.

Some common questions about participatory research: a review of the literature

This study assessed the extent to which participatory methods had been used by CIMMYT, and how the scientists perceived them. Results suggest that participatory approaches at the Center were largely ‘functional’ – that is, aimed at improving the efficiency and relevance of research – and had in fact added value to the research efforts. The majority of projects surveyed also placed emphasis on building farmers' awareness. This is understandable if we think that the limiting factor in scientist–farmer exchange is the farmers' limited knowledge base. Thus, in situations such as marginal areas and in smallholder farming, exposure to new genotypes and best-bet management options would be a first requirement for effective interactions and implementation of participatory approaches.
