The article deals with current issues related to the theory and practice of ensuring Russia's economic security at the federal and regional levels from the point of view of risk assessment caused by globalization. The work aims to systematize threats to the country's economic security from the perspective of the nature of relations between business entities and government authorities in the context of globalization processes. The author's approach to characterizing the risks caused by both excessive and insufficient administrative impact on the activities of transnational and other large companies is presented, the negative consequences of both processes for the country as a whole and for its individual regions are considered. Special attention is paid to the anti-corruption component of ensuring economic security as a prerequisite for effective interaction between government departments and business groups.

Globalization from the Standpoint of Economic Security of a Country and Its Regions: Some Aspects of Threat Systematization

The article presents methodological approaches to the definition of competition as a key socio-economic category at the level of competition essence. Based on the generalization and analysis of methodological approaches to the definition of the competition essence as a phenomenon, system and process, it was determined that, with all the differences, they consider competition as a confrontation between competing subjects (within industries, spheres, markets and segments); it can be both active and passive, capable of being activated in certain circumstances. The ambition of competitors to establish, preserve, develop and use their own advantages, and simplify the competitive environment is implemented through the establishment of interaction between competition subjects, legitimately identified as a competitive partnership. Use of "competitive partnership" term is substantiated; its content and formation methods are identified. At the same time, it is emphasized that the management of the competitive partnership system, as a corporate-type management, can be implemented using corporate strategies. The article considers possible organization of a competitive partnership in the context of vertical and horizontal integration and, in general, in integrated economic systems within the construction complex framework.

Competitive partnership in the context of strategic management of construction companies competitiveness

The article discusses one of the pressing problems of managing a construction organization as a subject of the investment and construction market, focused on introducing new technologies and materials - the need to improve methods for assessing its competitiveness and making management decisions to ensure, maintain and develop the competitiveness in strategic and tactical periods. An algorithm for assessing the competitiveness of a construction organization based on the integration of particular indicators characterizing competitiveness, taking into account the significance and intensity of their determining effect is presented. The algorithm is formed on the basis of an engineering forecasting methodology intended for solving comparison and multi-criteria tasks. The necessity and possibility of using an expert method in assessing the competitiveness of a construction organization, requirements for the procedure for its application, as well as a methodical approach to the implementation of monitoring of the competitive environment of the investment and construction market are revealed.

Application of the engineering forecasting method in managing the competitiveness of a construction company

Complete reliance on the fitted model in response surface experiments is risky and relaxing this assumption, whether out of necessity or intentionally, requires an experimenter to account for multiple conflicting objectives. This work provides a methodological framework of a compound optimality criterion comprising elementary criteria responsible for: (i) the quality of the confidence region-based inference to be done using the fitted model (DP-/LP-optimality); (ii) improving the ability to test for the lack-of-fit from specified potential model contamination in the form of extra polynomial terms; and (iii) simultaneous minimisation of the variance and bias of the fitted model parameters arising from this misspecification. The latter two components have been newly developed in accordance with the model-independent 'pure error' approach to the error estimation. The compound criteria and design construction were adapted to restricted randomisation frameworks: blocked and multistratum experiments, where the stratum-by-stratum approach was adopted. A point-exchange algorithm was employed for searching for nearly optimal designs. The theoretical work is accompanied by one real and two illustrative examples to explore the relationship patterns among the individual components and characteristics of the optimal designs, demonstrating the attainable compromises across the competing objectives and driving some general practical recommendations.
