Achieving positive production and economic results in the businesses is no longer a product of the efforts of an organic circle of people, but a result of the activity of the members of the entire organization.Thus, the issue of employee motivation and commitment to the business entity becomes one of the basic prerequisites for the organizational efficiency and success. The lack of motivation and attachment to the goals of the company lead to increased staff turnover and reduced efficiency. This makes the investment of training, qualification and professional development of the human resources meaningless. The aforementioned necessitates the study and analysis of the main factors, which determine the people’s behavior at work, their motivation and involvement in the business entity.The purpose of this research is to investigate the relationship between the motivation of human resources and their commitment to the business organization. Establishing the interaction between the different determinants is essential in practical terms, as it allows one to predict the appearance of a certain attitude or behavior in the presence of the others.

The problem of anthropogenic impact is becoming more acute every year. The basis of entrepreneurship is to maximize profits and increase profitability ratios. However, when calculating economic indicators, changes in the natural potential and the impact of any activity on the environment are not analyzed. In developed countries, more and more emphasis is focused on socially and environmentally conscious entrepreneurship, however, business is still predominant in the world, where the result of activity is an increase in financial resources due to environmental degradation. At the same time, there is an improvement in the situation with financing environmental protection activity. An increase of the population’s consciousness is of a point-like nature, while the ecosystem continues to degrade. It is proved that the negative externalities that were described in the model by Pigou, Leontyev-Ford and others must be taken into account. The necessity of taking waste minimization and negative impact on the environment as a target function is justified. It is proposed to solve this problem systematically and to take into account the effect of the accumulation of negative implications of the impact on the ecosystem.

Modeling the interaction between environment and the economy considering the impact on ecosystem

The article evaluates current trends in the development of science and innovation in Kazakhstan. Analysis of scientific and innovation activities in Kazakhstan show that among the main sources of financing science there are almost no business representatives. An assessment of the current state of the national innovation system demonstrates that with the existing system of financing science in Kazakhstan there is no possibility to increase the costs of research and development. The overall reduction in domestic R&D expenditures over the period analyzed had the most negative impact on the financing of basic research. The results of the study show the need to revise some of the value settings for building a national innovation system in Kazakhstan.

Development of a Scientific and Innovative Sphere in Earth Resources Mining Sector of Kazakhstan

Introduction. At the moment, innovation development is among key priorities in the development of Latvian economy. According to European Innovation Scoreboard assessment, Latvia joined the group of Moderate Innovators in 2016. However, its level of innovation effectiveness only reached 54% of the average EU index. That said, it has to be noted that enterprises that are innovation active in the service industry only account for 23.4%. In view of this, diverse forms of innovation activity and clusters in particular, have become more and more relevant. In 2006 European Competitiveness Council defined clusters as one of nine priorities aimed to promote and develop innovations. According to the European Commission, clustering is a key factor for successful innovation and enhanced competitiveness.
Aim and tasks. The subject matter of this article are tourism clusters as a type of innovation activity.
Results. Scientific research as well as practical experience of a number of countries have shown that cluster approach in tourism business is an effective instrument to enhance competitiveness both nationwide and at the level of an industry.At the present time, entrepreneurs are facing serious difficulty in converting ideas into new products and services. This is true of the national economy as a whole as well as particular industries. That said, the primary objective is the development and implementation of a program aimed at the cooperation of a wide range of social partners involved in innovation activity, who are capable of facilitating the enhancement of economic effectiveness.
Conclusions. The development of tourism sectoris regarded as a priority of Latvian economy. According to Central Statistical Bureau of Latvia, tourism is a major factor of Latvia’s economic development, an important source of export revenue, and a key factor of GDP growth. The development of Latvian tourism industry is part and parcel of global tourism market. Latvia has a strong potential for the development of business and health tourism. However, Latvia’s climate, its geographic position and the lack of world-famous architecture have an unfavorable effect on its tourism development opportunities. This is the reason why it is essential for Latvia to spur innovative activity in tourism industry with a focus on clustering. Creation of new clusters in tourism industry, such as business tourism cluster as an example, as well as the implementation of formerly declared goals related to the existing clusters, will help to meet some of the objectives.

Tourism cluster as a form of innovation activity

Purposeful and reasonable state vision of the long-term tourism development strategy determines the success of a country in the world market of tourist services. Many countries have officially approved program documents that clearly outline the main goals and objectives of the state policy in the sphere of tourism, highlighting the resource potential, recreational infrastructure and preferred consumer markets, but there may be no idea of respecting the interests of domestic consumers. The maintenance of local tourism infrastructure is becoming an increasingly important prerequisite for the country’s competitiveness, as mass tourism is now replaced by individual travels. The article is aimed at studying the dependencies between the main macroeconomic indicators of the tourism industry, assessing the efficiency of foreign trade. The correlation-regression and cluster analysis has been used in order to confirm or refute the hypothesis if the effectiveness of the state support of the national tourism industry is dependent on the stable functioning of the domestic tourism market, e.g. stimulation of travels by residents. Based on the main macroeconomic indicators of the tourism industry for 136 countries of the world and overview of some national tourism development program, the analysis output has rejected the direct correlation between the support of the domestic market and export potential of the national tourism industry, but has proved the significance of the inner consumer power during the periods of downturns in the global economy for strengthening the country’s export potential.

Regional tourism infrastructure development in the state strategies

The issues of changing the paradigm of strategic management of sustainable development and management technologies for environmental protection are considered on the basis of analysis of sustainable development strategies. The Eastern European countries such as Belarus, Bulgaria, Czech Republic, Hungary, Moldova, Poland, Romania, Slovakia and Ukraine were used as the focus group. The country profiles were made based on the management technologies used to protect the environment. The analysis of existing models of the quantitative estimation of efficiency of sustainable development with the purpose of revealing the indexes capable to assess the efficiency of management technologies were carried out. Based on the indexes of the Economic Performance Index, the strengths and weaknesses of each country were identified (based on 24 EPI indexes in general and EPI sub-indexes in particular). Proceeding from the results of the content analysis and the components of the economic efficiency index, the practice of strategic environmental protection management as a strategic priority of sustainable development is based on increasing resource efficiency and environmental awareness, development of eco-technologies and instruments of environmental management.

Management technologies of ensuring environmental protection as the territory development strategic priority

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.
