The current crises in Syria has led to a number of Britons travelling abroad to fight with groups such as Isis. Capitalising on this growth, Isis are now increasingly fighting an online cyber war, with the use of slick videos, online messages of hate and even an app that all aim to radicalise and create a new generation of cyber jihadists. These modern day tools are helping Isis spread their propaganda and ideology to thousands of online sympathisers across the world. Indeed, the group has actively been using social media sites such as Twitter, Facebook and YouTube to recruit new would be members. This is being done through images and the streaming of violent online viral videos filmed and professionally edited that are targeting young and impressionable people. Portraying a glamorised and ‘cool’ image, Isis fighters are beginning to act as the new rock stars of global cyber jihad. The Internet therefore is becoming the virtual playground for extremist views to be reinforced and act as an echo chamber. This study analysed 100 different Facebook pages and 50 Twitter user accounts which generated over 2050 results and helped the author create a typology of seven key behaviour characteristics and motivations. The findings in this study confirmed the author’s original hypothesis, i.e. online hate is being used by groups such as Isis for a variety of reasons such as recruitment and propaganda. Moreover, this material is coordinated and controlled by Isis as a means for publishing and sending out key messages.

Cyber-Extremism: Isis and the Power of Social Media

In this paper we discuss the sociotechnical nature of mobile computing as used by three policing agencies within the United States. Mobile devices, access and service was provided via a third generation wireless network to a focal application, Pennsylvania’s Justice NETwork (JNET), a secure web-based portal connecting authorized users to a set of 23 federated criminal justice and law enforcement databases via a query-based interface. In this study we conceptualize mobility and policing as a sociotechnical ensemble that builds on the social-shaping of technology perspective and the tradition of sociotechncial theorizing focusing on the co-design of work practices and technologies to support work. Drawing from the social informatics tradition, we turn a critical, empirical, and contextual lens on the practices of mobility and work. Our analysis of the data leads us to find that the social and the technical are still separate in this mobile work context. This simple view of social and technical as related, but distinct, often leads to problems with collecting and interpreting evidence of ICT-based system’s design and use. We further note this over-simplification of sociotechnical action is likely to continue unless more viable analytic approaches are developed and the assumptions of the current techno-determinist approaches challenged more explicitly.

You can't manage what you can't measure is the popular quote attributed to Peter Drucker. E-metrics is all about measuring for the purpose of managing the many aspects of e-content and e-collections. The notion of what to measure and how to manage depends on your perspective, however. There are a number of players in the online information business. For this talk we will focus on three of them: libraries, publishers, and aggregators. Each of these participants has somewhat different requirements for e-metrics. The subtitle of this presentation is Taking E-Metrics to the Next Level. We will start with the prerequisite look at why we need usage statistics. This will be followed by a discussion and examples of reports available today and a look at some of the challenges faced when e-metrics are provided from several sources. Next will be an overview of some of the standard efforts in process that could reduce or eliminate these challenges. Finally, we will look ahead to expanding uses of e-metrics and some additional challenges to be faced as well.

Usage Statistics: Taking E-Metrics to the Next Level

The article “ONIX, Z and JWP: Library Standards in a Digital World,” which appears in volume 53, number 4 of The Serials Librarian, provides a detailed look at library standards and places them in the context of the e-journal lifecycle. The talk given at “Black Cats & Broken Links: Dispelling E-resource Superstitions,” Mississippi State University's Seventh Annual E-resource Workshop, was a presentation of that article. Rather than duplicate the details of the aforementioned article, this presentation write-up provides a brief overview of the topic.

Library Standards and E-Resource Management: A Survey of Current Initiatives and Standards Efforts

The Counting Online Usage of Networked Electronic Resources (COUNTER) Code of Practice and Standardized Usage Statistics Harvesting Initiative (SUSHI) are two standards whose successful adoption will greatly assist librarians in performing accurate and timely usage analysis of their online collections and thus make more informed collection management decisions. Variations in how these standards have been applied by content providers to their SUSHI and COUNTER implementation are currently impacting their widespread adoption. The standards themselves are not broken—what is needed is concise guidelines on their implementation. This column reviews some of the roadblocks that impede consistent implementation of these standards as well as proposes recommendations that could form the basis of a community profile for these standards.

Perfecting COUNTER and SUSHI to Achieve Reliable Usage Analysis

This presentation provides a brief background on COUNTER, looks at changes brought on by Release 2 of the COUNTER code of practice and discusses the upcoming audit requirement to ensure and enforce compliance. It touches on the next area of focus of COUNTER before examining how technologies such as metasearch and pre-fetching by browsers can negatively affect usage reporting.

Ensuring Consistent Usage Statistics, Part 1

In 2005, SUSHI became the latest buzzword in the library community. This article (and this kind of SUSHI) refers to usage data, not raw fish. The growth of online collections has resulted in libraries demanding that publishers provide detailed usage data to allow them to better manage their collections and purchases. The Project COUNTER Code of Practice was created in response to this need; however, it did not address the painstaking task of collection and management of the usage data. SUSHI is a new protocol developed to allow for automated retrieval of COUNTER usage reports from publishers and other content providers.
