To reduce poverty and food insecurity in Africa requires raising productivity in agriculture. Systematic use of fertilizer and hybrid seed is a pathway to increased productivity, but adoption of these technologies remains low. We investigate whether the quality of agricultural inputs can help explain low take-up. Testing modern products purchased in local markets, we find that 30% of nutrient is missing in fertilizer, and hybrid maize seed is estimated to contain less than 50% authentic seeds. We document that such low quality results in low average returns. If authentic technologies replaced these low-quality products, however, average returns are high. To rationalize the findings, we calibrate a learning model using data from our agricultural trials. Because agricultural yields are noisy, farmers’ ability to learn about quality is limited and this can help explain the low quality equilibrium we observe, but also why the market has not fully collapsed.

Lemon technologies and adoption: measurement, theory and evidence from agricultural markets in Uganda

Leguminous cover crop systems have been envisaged as a critical component of sustainable agriculture because of their potential to increase soil productivity by cycling C and N in agricultural systems. Our objectives were to: (i) determine the effects of including summer cover crops and N rates in the cropping system on the growth and yield of the succeeding grain sorghum [Sorghum bicolor (L.) Moench] crop, (ii) calculate the N fertilizer replacement value (NFRV) and evaluate economic returns, and (iii) determine the most cost-effective cropping system. Field experiments were conducted for two seasons in Kansas. Leguminous summer cover crops and double-cropped soybean [Glycine max (L.) Merr.] residues improved soil N availability; N was subsequently used by the succeeding crop. Across years and cropping systems, the mean increases in grain yield as a result of including cowpea [Vigna unguiculata (L.) Walp.], pigeonpea [Cajanus cajan (L.) Millsp.], sunn hemp (Crotalaria juncea L.), double-cropped soybean, and double-cropped grain sorghum in the rotation compared with a fallow system with 0 kg N ha–1 were 56, 62, 43, 32, and 3%, respectively, and NFRVs across the years were 53, 64, 36, 27, and –3 kg N ha–1, respectively. Across years, grain sorghum in a double-cropped soybean system and a fallow system with 90 kg N ha–1 gave profitable economic net returns. We conclude that including leguminous cover crops in a cropping system has the potential to reduce N requirements and improve the N availability and grain yield of the succeeding grain sorghum crop.

Maize Response to Fertilizer and Nitrogen Use Efficiency in Uganda

Nitrogen (N) fertilizers are one of the most expensive inputs in agricultural settings. Additionally, the loss of N increases costs, contributes to soil acidification, and causes off-site pollution of the air, groundwater and waterways. This study reviews current knowledge about technologies for N fertilization with potential to increase N use efficiency and reduce its negative effects on the environment. Classic inorganic sources such as urea and ammonium sulfate are the major sources utilized, while controlled N release fertilizers have not been significantly adopted for cereals and oil crops. Microorganisms, with the exception of Rhizobium sp. in soybeans, are also not widely used nowadays (e.g., plant growth-promoting bacteria and cynobacteria). The interest in implementing new N fertilization knowledge is stimulating the development of sensors to diagnose the N status and decision support systems for integrating several variables to optimize sources, rates and methods of application. Among potential new technologies we identified the incipient development of nanofertilizers, nutrient formulations to coat seeds, and recycled nutrients. Furthermore, increasing concern about the environmental consequences of N may facilitate the implementation of innovations outside the farm such as more effective regulations to guide N fertilization and methods to manufacture N fertilizers that are more energy-efficient and less CO2 equivalent emitting.

Emerging and Established Technologies to Increase Nitrogen Use Efficiency of Cereals

Sorghum [Sorghum bicolor (L.) Moench] is important for smallholder production in semiarid parts of Uganda. Grain yields are low because of low soil fertility. Little fertilizer is used. Yield response to N, P, and K application, economically optimal rates for N, P, and K (EONR, EOPR, and EOKR, respectively), and N use efficiency (NUE) were evaluated at 11 site-seasons. Mean sorghum yield with no N applied (N0) was 0.69 Mg ha−1 and was consistently increased by a mean of 230% with N application. Mean EONRs were 34 to 18 kg ha−1 N with fertilizer use cost to grain price ratios (CPs) of 10 to 30, respectively. Mean EOPRs were 11 to 2 kg ha−1 P with CPs of 10 to 50, respectively. Sorghum did not respond to K application. Net economic returns were greater for N than P application. Mean aboveground biomass N with 0 and 90 kg ha−1 N applied was 31.3 and 75.9 kg ha−1, respectively. Grain N concentration, N harvest index, and internal NUE at the EONR were 1.67%, 53.2%, and 31.8 kg kg−1, respectively, and higher than for N0. Mean recovery efficiency, partial factor productivity, and agronomic efficiency declined with increased N rate and were 135%, 79 kg kg−1, and 52 kg kg−1, respectively, at the EONR. The profit potential of fertilizer N use is high for smallholder sorghum production in Uganda. Policy interventions to reduce fertilizer cost and improve grain marketing efficiency will enable smallholders to increase fertilizer use for substantial increases in sorghum production
