Background

Aedes (Stegomyia) albopictus (Skuse) is an important disease vector and biting nuisance. During the 2009 active season, six ∼1000-parcel sites were studied, three in urban and three in suburban areas of New Jersey, United States, to examine the efficacy of standard integrated urban mosquito control strategies applied area wide. Active source reduction, larviciding, adulticiding and public education (source reduction through education) were implemented in one site in each county, an education-only approach was developed in a second site and a third site was used as an untreated experimental control. Populations were surveyed weekly with BG-Sentinel traps and ovitraps.



Results

A substantial reduction in Ae. albopictus populations was achieved in urban sites, but only modest reductions in suburban sites. Education alone achieved significant reductions in urban adult Ae. albopictus. Egg catches echoed adult catches only in suburban sites.



Conclusions

There are significant socioeconomic and climatic differences between urban and suburban sites that impact upon Ae. albopictus populations and the efficacy of the control methods tested. An integrated pest management approach can affect abundances, but labor-intensive, costly source reduction was not enough to maintain Ae. albopictus counts below a nuisance threshold. Nighttime adult population suppression using truck-mounted adulticides can be effective. Area-wide cost-effective strategies are necessary. Published 2013. Area-wide management of Aedes albopictus. Part 2: gauging the efficacy of traditional integrated pest control measures against urban container mosquitoes.

Integrated Pest Management (IPM) provides an illustration of how crop protection has (or has not) evolved over the past six decades. Throughout this period, IPM has endeavored to promote sustainable forms of agriculture, pursued sharp reductions in synthetic pesticide use, and thereby resolved myriad socio-economic, environmental, and human health challenges. Global pesticide use has, however, largely continued unabated, with negative implications for farmer livelihoods, biodiversity conservation, and the human right to food. In this review, we examine how IPM has developed over time and assess whether this concept remains suited to present-day challenges. We believe that despite many good intentions, hard realities need to be faced. 1) We identify the following major weaknesses: i) a multitude of IPM definitions that generate unnecessary confusion; ii) inconsistencies between IPM concepts, practice, and policies; iii) insufficient engagement of farmers in IPM technology development and frequent lack of basic understanding of its underlying ecological concepts. 2) By diverting from the fundamental IPM principles, integration of practices has proceeded along serendipitous routes, proven ineffective, and yielded unacceptable outcomes. 3) We show that in the majority of cases, chemical control still remains the basis of plant health programs. 4) Furthermore, IPM research is often lagging, tends to be misguided, and pays insufficient attention to ecology and to the ecological functioning of agroecosystems. 5) Since the 1960s, IPM rules have been twisted, its foundational concepts have degraded and its serious (farm-level) implementation has not advanced. To remedy this, we are proposing Agroecological Crop Protection as a concept that captures how agroecology can be optimally put to the service of crop protection. Agroecological Crop Protection constitutes an interdisciplinary scientific field that comprises an orderly strategy (and clear prioritization) of practices at the field, farm, and agricultural landscape level and a dimension of social and organizational ecology.

The sterileinsecttechnique(SIT)involves theinundativereleaseofirradiated(sterileorpartially sterile) insects to decrease population levels in a target pest species. The effectiveness of SIT programs depends on sterile males mating successfully and inducing reproductive failure in wild females, or in the F1 generation in the case of lepidopteran species. Thus, from the perspective of insect control, female mating failure involves mating with a mass-reared, sterilized male, which then results in female reproductive failure. Here, we review femalemating failure in the context ofSIT at two stages. First, at the pre-copulatory stage we consider factors that affect female mating failure with sterile males, suchas differencesbetweensterileandwildmales interms ofmalecourtshipsuccess, malediscrimination of females, pheromone production, and dispersal. We emphasize studies with some degree of ecological realism and review certain factors that can affect female sexual development and choice, such as diet, age, and sex ratio. Second, at the post-copulatory stage we consider factors that functionally result in female reproductive failure, such as ejaculate transfer and control of female remating. Sterile insect technique operations strive to incorporate methods that increase wild female mating with sterile males so that ultimately population-wide reproductive failure is achieved in thetargetspecies.

Female mating failure and the failure of ‘mating’ in sterile insect programs

Area-wide management of fruit flies (Diptera: Tephritidae) in the Central Burnett district of Queensland, Australia

Lepidoptera are among the most severe pests of food and fibre crops in the world and are mainly controlled using broad spectrum insecticides. This does not lead to environmentally sustainable control and farmers are demanding alternative control tools which are both effective and friendly to the environment. The sterile insect technique (SIT), within an area-wide integrated pest management (AW-IPM) approach, has proven to be a powerful control tactic for the creation of pest-free areas or areas of low pest prevalence. Improving the quality of laboratory-reared moths would increase the efficacy of released sterile moths applied in AW-IPM programmes that integrate the (SIT). Factors that might affect the quality and field performance of released sterile moths are identified and characterized in this study. Some tools and methods to measure, predict and enhance moth quality are described such as tests for moth quality, female moth trapping systems, ‘smart’ traps, machine vision for recording behaviour, marking techniques, and release technologies. Methods of enhancing rearing systems are discussed with a view to selecting and preserving useful genetic traits that improve field

Improved quality management to enhance the efficacy of the sterile insect technique for lepidopteran pests

Integrated pest management (IPM) has remained the dominant paradigm of pest control for the last 50 years. IPM has been endorsed by essentially all the multilateral environmental agreements that have transformed the global policy framework of natural resource management, agriculture, and trade. The integration of a number of different control tactics into IPM systems can be done in ways that greatly facilitate the achievement of the goals either of field-by-field pest management, or of area-wide (AW) pest management, which is the management of the total pest population within a delimited area. For several decades IPM and AW pest control have been seen as competing paradigms with different objectives and approaches. Yet, the two “schools” have gradually converged, and it is now generally acknowledged that the synthesis, AW-IPM, neither targets only eradication, nor relies only on single control tactics, and that many successful AW programmes combine a centrally managed top-down approach with a strong grassroots bottom-up approach, and that some are managed in a fully bottom-up manner. AW-IPM is increasingly accepted especially for mobile pests where management at a larger scale is more effective and preferable to the uncoordinated field-by-field approach. For some livestock pests, vectors of human diseases, and pests of crops with a high economic value and low pest tolerance, there are compelling economic incentives for participating in AW control. Nevertheless issues of free riders, public participation and financing of public goods, all play a significant role in AW-IPM implementation. These social and managerial issues have, in several cases, severely hampered the positive outcome of AW programmes; and this emphasises the need for attention not only to ecological, environmental, and economic aspects, but also to the social and management dimensions. Because globalization of trade and tourism are accompanied by the increased movement of invasive alien pest species, AW programmes against major agricultural pests are often being conducted in urban and suburban areas. Especially in such circumstances, factors likely to shift attitudes from apathy to outrage, need to be identified in the programme planning stage and mitigated. This paper reviews the evolution and implementation of the AW-IPM concept and documents its process of development from basic research, through methods development, feasibility studies, commercialization and regulation, to pilot studies and operational programmes.
