The extraction of groundwater can generate land subsidence by causing the compaction of susceptible aquifer systems, typically unconsolidated alluvial or basin-fill aquifer systems comprising aquifers and aquitards. Various ground-based and remotely sensed methods are used to measure and map subsidence. Many areas of subsidence caused by groundwater pumping have been identified and monitored, and corrective measures to slow or halt subsidence have been devised. Two principal means are used to mitigate subsidence caused by groundwater withdrawal—reduction of groundwater withdrawal, and artificial recharge. Analysis and simulation of aquifer-system compaction follow from the basic relations between head, stress, compressibility, and groundwater flow and are addressed primarily using two approaches—one based on conventional groundwater flow theory and one based on linear poroelasticity theory. Research and development to improve the assessment and analysis of aquifer-system compaction, the accompanying subsidence and potential ground ruptures are needed in the topic areas of the hydromechanical behavior of aquitards, the role of horizontal deformation, the application of differential synthetic aperture radar interferometry, and the regional-scale simulation of coupled groundwater flow and aquifer-system deformation to support resource management and hazard mitigation measures.

Review: Regional land subsidence accompanying groundwater extraction

Regional sea level changes can deviate substantially from those of the global mean, can vary on a broad range of timescales, and in some regions can even lead to a reversal of long-term global mean sea level trends. The underlying causes are associated with dynamic variations in the ocean circulation as part of climate modes of variability and with an isostatic adjustment of Earth's crust to past and ongoing changes in polar ice masses and continental water storage. Relative to the coastline, sea level is also affected by processes such as earthquakes and anthropogenically induced subsidence. Present-day regional sea level changes appear to be caused primarily by natural climate variability. However, the imprint of anthropogenic effects on regional sea level-whether due to changes in the atmospheric forcing or to mass variations in the system-will grow with time as climate change progresses, and toward the end of the twenty-first century, regional sea level patterns will be a superposition of climate variability modes and natural and anthropogenically induced static sea level patterns. Attribution and predictions of ongoing and future sea level changes require an expanded and sustained climate observing system.

Causes for Contemporary Regional Sea Level Changes

Groundwater exploitation is a major cause of land subsidence, which in coastal areas poses a flood inundation hazard that is compounded by the threat of sea-level rise (SLR). In the lower Mekong Delta, most of which lies <2 m above sea level, over-exploitation is inducing widespread hydraulic head (i.e., groundwater level) declines. The average rate of head decline is ~0.3 m yr−1, based on time-series data from 79 nested monitoring wells at 18 locations. The consequent compaction of sedimentary layers at these locations is calculated to be causing land subsidence at an average rate of 1.6 cm yr−1. We further measure recent subsidence rates (annual average, 2006–10) throughout the Delta, by analysis of interferometric synthetic aperture radar (InSAR), using 78 ALOS PALSAR interferograms. InSAR-based subsidence rates are 1) consistent with compaction-based rates calculated at monitoring wells, and 2) ~1–4 cm yr−1 over large (1000s of km2) regions. Ours are the first mapped estimates of Delta-wide land subsidence due to groundwater pumping. If pumping continues at present rates, ~0.88 m (0.35–1.4 m) of land subsidence is expected by 2050. Anticipated SLR of ~0.10 m (0.07–0.14 m) by 2050 will compound flood inundation potential. Our results suggest that by mid-century portions of the Mekong Delta will likely experience ~1 m (0.42–1.54 m) of additional inundation hazard.

Groundwater extraction, land subsidence, and sea-level rise in the Mekong Delta, Vietnam

Global warming in response to accumulation of human-induced greenhouse gases inside the atmosphere has already caused several visible consequences, among them increase of the Earth's mean temperature and ocean heat content, melting of glaciers, and loss of ice from the Greenland and Antarctica ice sheets. Ocean warming and land ice melt in turn are causing sea level to rise. Sea level rise and its impacts on coastal zones have become a question of growing interest in the scientific community, as well as in the media and public. In this review paper, we summarize the most up-to-date knowledge about sea level rise and its causes, highlighting the regional variability that superimposes the global mean rise. We also present sea level projections for the 21st century under different warming scenarios. We next address the issue of the sea level rise impacts. We question whether there is already observational evidence of coastal impacts of sea level rise and highlight the fact that results differ from one location to another. This suggests that the response of coastal systems to sea level rise is highly dependent on local natural and human settings. We finally show that in spite of remaining uncertainties about future sea levels and related impacts, it becomes possible to provide preliminary assessment of regional impacts of sea level rise. http://onlinelibrary.wiley.com/doi/10.1002/2013EF000188/abstract

Sea level rise and its coastal impacts

Understanding sea-level processes, such as ocean tides, storm surges, tsunamis, El Nino and rises caused by climate change, is key to planning effective coastal defence.
