TL;DR: This article found that changes in local federal spending on construction and federal civilian employment in the incumbent's district had no effect on the share of the vote going to incumbents. But, they also found that campaign expenditures by either challengers or incumbents had little effect on election outcomes.

TL;DR: In 1970, about 500 occupations were licensed by one or more states in the U.S. and over 2000 were regulated at the local level, suggesting that licensing must provide some benefits to the public, but it may also result in higher prices, without improving the quality of services available.
