A key issue in economic geography is to determine the impact of geographical proximity on interactive learning and innovation. We argue that the importance of geographical proximity cannot be assessed in isolation, but should always be examined in relation to other dimensions of proximity that may provide alternative solutions to the problem of coordination. We claim that geographical proximity per se is neither a necessary nor a sufficient condition for learning to take place. Nevertheless, it facilitates interactive learning, most likely by strengthening the other dimensions of proximity. However, proximity may also have negative impacts on innovation due to the problem of lock-in. Accordingly, not only too little, but also too much proximity may be detrimental to interactive learning and innovation. This handbook looks to provide academics and students with a comprehensive and holistic understanding of the phenomenon of innovation. Innovation spans a number of fields within the social sciences and humanities: Management, Economics, Geography, Sociology, Politics, Psychology, and History. Consequently, the rapidly increasing body of literature on innovation is characterized by a multitude of perspectives based on, or cutting across, existing disciplines and specializations. Scholars of innovation can come from such diverse starting points that much of this literature can be missed, and so constructive dialogues missed. ABSTRACT This collection on ‘Open Innovation and Catch-Up: Globalist or Localist?’ is introduced with an appreciation of three key transitions for spatial development today, viewed through seven comparative case analyses from Asia, the US and Europe. ‘Institutional path dependence’ is the first issue. The second has been ‘hyperglobalization’ now under moderate challenge from ‘de-globalization’. Third, is the process of ‘open innovation’ that accompanied the ‘globalist’ turn, nowadays a slur of extreme populists. A ‘pattern recognition’ exercise follows to discern types of path dependence, agency (‘dark’ and ‘lighter’) and institutional co-evolution, then the Theme Issue contributions are summarized.

Theme issue: open innovation and ‘catch-up’: globalist or localist?

Theoretical analysis of the relevance of the concept of path dependence for regional analysis has made progress. This has occurred on the spatial process (or regional paradigm)dimension of spatial evolution Progress has also occurred after further reflections on the roles of ‘conventions’ in understanding the ‘soft institutional’ dimension of regional regime formation and change. This adds considerably to the more common ‘institutions and organisations’ aspects of governance structures for innovation regarding the typical analytical content of regional regime and innovation system analysis. In this paper the concepts of ‘relatedness’ and ‘transversality’ capture the processes of knowledge recombination for innovation classically introduced by Schumpeter. Two live cases are presented whereby regional relatedness of industry regarding ‘green’ competences, on the one hand, and engineering and materials processing, on the other, have resulted in new clusters or cluster trajectories. The exemplar cases come from either end of Europe, Sweden, in the first instance, Italy in the second. Both clearly support the new ‘transversal’ theory of cluster emergence

Resilience and Potential in Maritime Clusters

This paper seeks to explore some of the issues to be welcomed but also warned against in general and’ also specified from an illustrative sample of ‘smart’ projects that caused outcomes that were neither ‘smart’ nor ‘resilient’. These give pointers to a ‘thirdspace’ as a descriptor of ‘assemblage’, the most advanced application of sustainability thinking regarding relational spatial development planning. This contribution examines difficulties in delivering both ‘smart’ and ‘resilient’ responses of interest or value to citizens confronted with recurring crises that derive directly or with implications for sustainability issues. Identified are constraints and issues acting as obstacles to governance, management ‘layering’ and ‘learning’ causing failures of many weak or never-delivered projects. Critiques of static, or worse ‘magical’ thinking are increasingly invoked in consequence. In the analysis of ‘live cases’ all these problems showed up ‘in real life’. The author was pleased that his mentor, the late UCLA planning theorist Ed Soja’s application of the idea of ‘Thirdspace’ received prescient vindication from the results of this adjudication.
