This review paper is devoted to elaborating the status of different energy policy planning studies and the evaluation of various GHG mitigation studies. It includes, some of the major developments in global energy scenario, status of Green House Gas (GHG) emissions, issues in the implementation of Kyoto protocol and GHG mitigation, Clean Development Mechanism (CDM) and energy scenario especially pertaining to the residential, industrial and commercial energy sector in the initial sections. The later part of this paper highlights the salient contributions in various literatures pertaining to energy demand forecasting in residential, commercial and industrial sector, GHG estimation methodologies, and GHG mitigation studies in various sectors. The success and difficulties in implementing various policy planning practices were also discussed in the paper. Most of the prominent literature in the area of energy demand and consumption analysis towards effective implementation of GHG mitigation is described. In the end, a comprehensive comments and recommendations based on the study were furnished.

Review on integrated strategies for energy policy planning and evaluation of GHG mitigation alternatives

The present paper deals with an econometric model to forecast future electricity requirements for various sectors of Indian economy. Following the analysis of time series of sectoral GDPs, number of consumers in various sectors and price indices of electricity, a logarithmic linear regression model has been developed to forecast long-term demand of electricity up to the year 2045. Using the historical GDP growth in various sectors and the corresponding electricity consumption for the period 1971-2005, it is predicted that the total electricity demand will be 5000 billion kWh, against a supply of 1500 billion kWh in the year 2045. This may lead to a disastrous situation for the country unless drastic policy measures are taken to improve the supply side as well as to reduce demand.

The halving of crude oil prices from 1985 to 1986 has taken pressure off energy policy-makers. Forecasted price increases have not been fully reflected in public perceptions of policy priorities. In Florida the Governor's Energy Office supported an energy modeling effort which provides a baseline for the development and evaluation of energy policies. Here we describe how such models can improve policy implementation.
