Language planning and language policy

Education language policies in Uganda are traced way back in 1890’s during the first missionary activities. Since then, Uganda has had several commissions which tried to sort out the issues of language in education. This paper makes a collection and commentary on those commissions. The commissions are presented in different sections in this paper according to the period of occurrence. The sections are: (1) The Colonial Period 1894-1960, (2) The Post World War II Period 1944-1961, (3) The Post-Colonial Period 1963-1988 and (4) The 1989 Kajubi Education Policy Review Commission. In all the debates, arguments were rotating around the use of English only, mother tongue / vernacular only, or both. To date, similar debates are still going on in Uganda. For a multilingual country, the most appropriate language policy in education would be of a multilingual nature.

The History of Educational Language Policies in Uganda: Lessons from the Past

There is a strong belief that employment is a crucial avenue for the empowerment of young women, through income, greater autonomy, and bargaining power within the family. However, experiences of workplace sexual harassment undermine these potential gains. This qualitative study among agro-processing factory workers and domestic workers in Uganda and Bangladesh demonstrates that sexual harassment is widespread in both formal and informal workplaces, while domestic workers are particularly vulnerable to its most severe forms.

The Gendered Price of Precarity: Voicing and Challenging Workplace Sexual Harassment

Employment is believed to be a crucial avenue for women’s empowerment, yet widespread workplace sexual harassment undermines this in many countries. Young and unmarried women from poor backgrounds are particularly at risk, but workplace sexual harassment is often overlooked in debates on decent jobs for youth. Based on case study research with factory and domestic workers in Bangladesh and Uganda, this briefing explains how social and gender norms constrain young women’s voices and agency in response to sexual harassment. It offers recommendations towards developing the laws, mechanisms and culture needed to reduce workplace sexual harassment and empower young women in their work.

Tackling Workplace Sexual Harassment

Motivation The agro-processing sector in Uganda provides jobs to large numbers of workers. While paid work is supposed to be empowering for women, the factory jobs are informal and unsafe, and workplace sexual harassment undermines women's empowerment. To enable decent jobs for women, it is important to understand what constrains their voice and agency in responding to workplace sexual harassment. Purpose The article aims to show how workplace sexual harassment is a key feature of precarious work for women working in low-skilled, informal jobs in factories. The study asked how gender norms and informality in labour arrangements that are part of global capitalist labour relations influence young women's voice and agency in response to sexual harassment at work. Methods and approach Twenty in-depth interviews were carried out with factory workers in seven different agro-processing factories in Uganda's capital Kampala, supplemented with participatory methods like Safety Audits and Body Mappings. Findings We show the informal nature of jobs in factories and how precarious working conditions create the risks of experiencing sexual harassment by managers and supervisors. Keeping jobs informal enables factories to eschew workplace policies. Young women's experiences and articulation of sexual harassment are constrained by social and gender norms; and norms influence factory-based mechanisms, where they exist. Women rely on informal tactics to prevent sexual harassment. Policy implications The policy implications of the research include the importance of improving the implementation of formal complaints mechanisms; and especially developing young women's political capacities to protest collectively against harassment and seek redress, and addressing social and gender norms.
