An emergency vehicle traffic light preemption system for preemption of traffic lights at an intersection to allow safe passage of emergency vehicles. The system includes a real-time status monitor of an intersection which is relayed to a control module for transmission to emergency vehicles as well as to a central dispatch office. The system also provides for audio warnings at an intersection to protect pedestrians who may not be in a position to see visual warnings or for various reasons cannot hear the approach of emergency vehicles. A transponder mounted on an emergency vehicle provides autonomous control so the vehicle operator can attend to getting to an emergency and not be concerned with the operation of the system. Activation of a priority-code (i.e. Code-3) situation provides communications with each intersection being approached by an emergency vehicle and indicates whether the intersection is preempted or if there is any conflict with other approaching emergency vehicles. On-board diagnostics handle various information including heading, speed, and acceleration sent to a control module which is transmitted to an intersection and which also simultaneously receives information regarding the status of an intersection. Real-time communications and operations software allow central and remote monitoring, logging, and command of intersections and vehicles.

So that an itinerary taken by a vehicle can later be reconstructed without great expense the data carrier is configured to be easily exchangeable, and a data reading device is provided for the input of data that identify the driver of the vehicle and are recorded on the data carrier.

An adaptation to changing tolls is possible in a simple matter with this device by storing new or further parameters influencing the toll.

An intersection controlled by an intersection controller (204) receives trigger signals from on-coming emergency vehicles. The intersection controller (204) initiates surveillance of the intersection via cameras (106) in response to a received trigger signal. The surveillance may begin immediately upon receipt of the trigger signal from an emergency vehicle (102), or may wait until the intersection controller determines that the signaling emergency vehicle is in the field of view of the cameras (106). Portions of the captured images are tagged by the intersection controller (204) based on tag signals transmitted by the vehicle or based on detected traffic patterns that indicate a potential traffic violation.

Detection and enforcement of failure-to-yield in an emergency vehicle preemption system

A traffic preemption system is described that includes onboard equipment located on a vehicle and a fleet management center in communication with the onboard equipment. The fleet management center is also in communication with a traffic management center that is in communication with at least one intersection controller, which controls the signals displayed at a traffic intersection. In one embodiment, the invention includes a vehicle equipped with an onboard computer system capable of capturing diagnostic information, estimating the location of the emergency vehicle using information provided by a GPS receiver connected to the onboard computer system and transmitting the captured diagnostic information and estimated location using a wireless transmitter connected to the onboard computer system via a first wireless network. Also included is a fleet management computer system connected to a wireless receiver, where the fleet management computer system and wireless receiver are capable of receiving information transmitted by the on-board equipment, determining whether the received information is from a vehicle requiring intersection preemption and providing the estimated location of vehicles requiring intersection preemption to a traffic management computer system. The traffic management computer system is capable of receiving estimated locations of vehicles requiring intersection preemption from the fleet management computer system and forwarding preemption requests to intersection controllers via a second network.

When the Automatic Vehicle Identification Concept (AVI) started it was simply an Electronic Tag. Today with a two-way communication capability, programmability and intelligence it has graduated to a full fledged Close-Range Road/ Vehicle Communication System (CRCS). Its applications are numerous: from vehicle identification and location, two-way vehicle communication, to fleet management. This paper is one of a series of complementary papers that cover the enhanced AVI system/CRCS concept and describe a number of the different applications of this low cost, high impact technology that is revolutionizing the road transportation system. Certain sections are common to all papers and form the background to the core of each of the papers.
