TL;DR: The Superpave system as mentioned in this paper was developed during the Strategic Highway Research Program (SHR Program) to evaluate and select aggregate gradients to meet project requirements. But the majority of the time spent in the mix design process is used in evaluating and selecting aggregate gradations to meet the project requirements, which requires the proper proportioning of materials to satisfy mixture volumetric and mechanical properties.
