Summary 1. Wild large herbivores provide goods and income to rural communities, have major impacts on land use and habitats of conservation importance and, in some cases, face local or global extinction. As a result, substantial effort is applied to their management across the globe. To be effective, however, management has to be science-based. We reviewed recent fundamental and applied studies of large herbivores with particular emphasis on the relationship between the spatial and temporal scales of ecosystem response, management decision and implementation. 2. Long-term population dynamics research has revealed fundamental differences in how sex/age classes are affected by changes in density and weather. Consequently, management must be tailored to the age and sex structure of the population, rather than to simple population counts. 3. Herbivory by large ungulates shapes the structure, diversity and functioning of most terrestrial ecosystems. Recent research has shown that fundamental herbivore/vegetation interactions driving landscape change are localized, often at scales of a few metres. For example, sheep and deer will selectively browse heather Calluna vulgaris at the edge of preferred grass patches in heather moorland. As heather is vulnerable to heavy defoliation, in the long term this can lead to loss of heather cover despite the average utilization rate of heather in a management area being low. Therefore, while herbivore population management requires a large-scale approach, management of herbivore impacts on vegetation may require a much more flexible and site-specific approach. 4. Localized impacts on vegetation have cascading effects on biodiversity, because changes in vegetation structure and composition, induced by large herbivores affect habitat suitability for many other species. As such, grazing should be considered as a tool for broader biodiversity management requiring a more sophisticated approach than just, for example, eliminating grazing from conservation areas through the use of exclosures. 5. Synthesis and applications . The management of wild large herbivores must consider different spatial scales, from small patches of vegetation to boundaries of an animal population. It also requires long-term planning based on a deep understanding of how population processes, such a birth rate, death rate and age structure, are affected by changes in land use and climate and how these affect localized herbivore impacts. Because wild herbivores do not observe administrative or political boundaries, adjusting their management to socio-political realities can present a challenge. Many developing countries have established co-operative management groups that allow all interested parties to be involved in the development of management plans; developed countries have a lot to learn from the developing world’s example.

The African Elephant Database is a spatial database used to store, manage, analyze and disseminate information on the distribution and abundance of elephant populations on the African continent, in order to provide a current and accurate picture of the status African elephants. Elephants are the largest living land mammals, and their potential impact on their habitats raises important management issues both for protected areas and unprotected land. This Status Report is rich in data and information on numbers, distribution and current issues, and provides continent-wide information that is vital for conservation. It will help wildlife management authorities to harmonize their policy and management decisions across regions, as well as the continent, to reduce conflict and relax the pressure on habitats.

African elephant status report 2007 : an update from the African elephant database

African forest elephants– taxonomically and functionally unique–are being poached at accelerating rates, but we lack rangewide information on the repercussions. Analysis of the largest survey dataset ever assembled for forest elephants (80 footsurveys; covering 13,000 km; 91,600 person-days of fieldwork) revealed that population size declined by ca. 62% between 2002–2011, and the taxon lost 30% of its geographical range. The population is now less than 10% of its potential size, occupying less than 25% of its potential range. High human population density, hunting intensity, absence of law enforcement, poor governance, and proximity to expanding infrastructure are the strongest predictors of decline. To save the remaining African forest elephants, illegal poaching for ivory and encroachment into core elephant habitat must be stopped. In addition, the international demand for ivory, which fuels illegal trade, must be dramatically reduced.

Devastating decline of forest elephants in Central Africa

Protected areas are fundamental to biodiversity conservation, but there is growing recognition of the need to extend beyond protected areas to meet the ecological requirements of species at larger scales. Landscape-scale conservation requires an evaluation of management impact on biodiversity under different land-use strategies; this is challenging and there exist few empirical studies. In a conservation landscape in northern Republic of Congo we demonstrate the application of a large-scale monitoring program designed to evaluate the impact of conservation interventions on three globally threatened species: western gorillas, chimpanzees and forest elephants, under three land-use types: integral protection, commercial logging, and community-based natural resource management. We applied distance-sampling methods to examine species abundance across different land-use types under varying degrees of management and human disturbance. We found no clear trends in abundance between land-use types. However, units with interventions designed to reduce poaching and protect habitats--irrespective of land-use type--harboured all three species at consistently higher abundance than a neighbouring logging concession undergoing no wildlife management. We applied Generalized-Additive Models to evaluate a priori predictions of species response to different landscape processes. Our results indicate that, given adequate protection from poaching, elephants and gorillas can profit from herbaceous vegetation in recently logged forests and maintain access to ecologically important resources located outside of protected areas. However, proximity to the single integrally protected area in the landscape maintained an overriding positive influence on elephant abundance, and logging roads--even subject to anti-poaching controls--were exploited by elephant poachers and had a major negative influence on elephant distribution. Chimpanzees show a clear preference for unlogged or more mature forests and human disturbance had a negative influence on chimpanzee abundance, in spite of anti-poaching interventions. We caution against the pitfalls of missing and confounded co-variables in model-based estimation approaches and highlight the importance of spatial scale in the response of different species to landscape processes. We stress the importance of a stratified design-based approach to monitoring species status in response to conservation interventions and advocate a holistic framework for landscape-scale monitoring that includes smaller-scale targeted research and punctual assessment of threats.

Best practice guidelines for surveys and monitoring of great ape populations

1. Wildlife managers often require estimates of abundance. Direct methods of estimation are often impractical, especially in closed-forest environments, so indirect methods such as dung or nest surveys are increasingly popular. 
2. Dung and nest surveys typically have three elements: surveys to estimate abundance of the dung or nests; experiments to estimate the production (defecation or nest construction) rate; and experiments to estimate the decay or disappearance rate. The last of these is usually the most problematic, and was the subject of this study. 
3. The design of experiments to allow robust estimation of mean time to decay was addressed. In most studies to date, dung or nests have been monitored until they disappear. Instead, we advocate that fresh dung or nests are located, with a single follow-up visit to establish whether the dung or nest is still present or has decayed. 
4. Logistic regression was used to estimate probability of decay as a function of time, and possibly of other covariates. Mean time to decay was estimated from this function. 
5. Synthesis and applications. Effective management of mammal populations usually requires reliable abundance estimates. The difficulty in estimating abundance of mammals in forest environments has increasingly led to the use of indirect survey methods, in which abundance of sign, usually dung (e.g. deer, antelope and elephants) or nests (e.g. apes), is estimated. Given estimated rates of sign production and decay, sign abundance estimates can be converted to estimates of animal abundance. Decay rates typically vary according to season, weather, habitat, diet and many other factors, making reliable estimation of mean time to decay of signs present at the time of the survey problematic. We emphasize the need for retrospective rather than prospective rates, propose a strategy for survey design, and provide analysis methods for estimating retrospective rates.
