Within 15 years the web has grown from a group work tool for scientists at CERN into a global information space with more than a billion users. Currently, it is both returning to its roots as a read/write tool and also entering a new, more social and participatory stage. These trends have led to a feeling that the web is entering a ‘second phase’ – a new, ‘improved’ Web version 2.0. But how justified is this perception?

What is Web 2.0? Ideas, technologies and implications for education

Universality, the property of the Web that makes it the largest data and information source in the world, is also the property behind the lack of a uniform organization scheme that would allow easy access to data and information. A semantic web, wherein different applications and Web sites can exchange information and hence exploit Web data and information to their full potential, requires the information about Web resources to be represented in a detailed and structured manner. Resource Description Framework (RDF), an effort in this direction supported by the World Wide Web Consortium, provides a means for the description of metadata which is a necessity for the next generation of interoperable Web applications. The success of RDF and the semantic web will depend on (1) the development of applications that prove the applicability of the concept, (2) the availability of application interfaces which enable the development of such applications, and (3) databases and inference systems that exploit RDF to identify and locate most relevant Web resources. In addition, many practical issues, such as security, ease of use, and compatibility, will be crucial in the success of RDF. This survey aims at providing a glimpse at the past, present, and future of this upcoming technology and highlights why we believe that the next generation of the Web will be more organized, informative, searchable, accessible, and, most importantly, useful. It is expected that knowledge discovery and data mining can benefit from RDF and the Semantic Web.

Resource description framework: metadata and its applications

HP Labs developed the Jena toolkit to make it easier to develop applications that use the semantic Web information model and languages. Jena is a Java application programming interface that is available as an open-source download from www.hpl.hp.com/semweb/jena-top.html.

This study was conducted to better understand the knowledge reuse process when radical innovation (e.g., experiments to prepare for human exploration of Mars) is expected. The research involved detailing the knowledge reuse process in six case studies varying in degree of innovation. Across the six cases, a six-stage reuse-for-innovation process was identified consisting of three major actions: reconceptualize the problem and approach, including deciding to search for others’ ideas to reuse; search-and-evaluate others’ ideas to reuse; and develop the selected idea. Findings include (1) the need for an insurmountable gap in performance to stimulate the decision to reuse others’ knowledge; (2) the critical importance of an adapter to bridge the idea source and recipient; (3) three layers of search-and-evaluate activities in which the first layer of scanning to find ideas to reuse and the last layer of detailed analysis of ideas are bridged by a layer of brief evaluations of ideas assessing the presence (or absence) of targeted information about each idea; and (4) the differential use of metaknowledge about each idea to facilitate proceeding through each search-and-evaluate layer. In addition, reusers in the more (versus less) innovative cases redefined problems at the outset in nontraditional ways using analogies and extensions, rather than accepting the preexisting problem definition; used a substantially broader search strategy with a greater variety of search methods; and worked more closely with adapters during the latter stages of the reuse process.

Application Profiles: Mixing and Matching Metadata Schemas

This paper describes emerging metadata practice and standards. It gives an overview of the environments in which metadata is used, before focusing on metadata for information resources. It outlines an approximate typology of approaches and explores different strands of metadata activity. It discusses trends in format development, metadata management, and use of search and retrieve protocols. It concludes by discussing some features of future deployment of metadata in support of network resource discovery.

Increasing use of the Internet has heightened awareness among the information community of the need to provide user friendly searching and navigation tools that lead to quality information. An essential part of gaining effective access to Internet resources is to provide an index of available items in order to save users time and network overload. Discussions on metadata are focused on the format of the record used as the basis for the index. Control of the vast number of resources of the Internet requires an appropriate record format (or formats) which will enable the resource to be adequately described and easily located; records must be compatible with an appropriate search engine which in turn would ideally be compatible with a search and retrieval Internet protocol and all components should conform to international standards. At present there are a number of formats which meet at least some of these criteria, each of which has its own strengths.
