Despite the fact that after the second half of the 1990s studies of financial exclusion have gained strength among the studies about poverty and regional and social inequalities, a few studies about this problem had appear in the Brazilian economic literature. The present work contributes to the debate by carrying out an investigation of the phenomenon of financial exclusion within Brazilian regions. The main hypothesis of the study is that of financial exclusion is not disassociated from the e space in which it happens. Through of the use of proxies, two dimensions of the financial exclusion has been studied: the access to financial services and the its suitability.

A intervenção do município no domínio econômico

Este artigo visa comparar as causas historico-politicas que levaram a criacao e a sedimentacao dos sistemas federativos no Brasil e nos EUA, assim como suas caracteristicas e suas diferencas, que culminaram em consequencias diversas para a realidade politica, economica, juridica e social dos dois paises. Utilizando-se do metodo comparativo, muito comum nos estudos de politica internacional, o artigo conclui que o sistema federativo tem sido mais exitoso nos EUA do que no Brasil, o que e resultado do seu processo de formacao em cada um dos paises e do envolvimento dos diferentes atores em cada um deles, como a sociedade civil, mais organizada, por meio das publicacoes dos Federalistas, nos EUA.

Moeda social como instrumento de desenvolvimento local: um levantamento das práticas realizadas no Território Nacional

The main argument of this article is that the economic constitution is a legal document whose meaning goes through aspects which are beyond the traditional interpretation techniques. This article’s methodological strategy is based on the description of the current economic constitutional landscape and interpretative techniques, in order to make a proposal for the integration of an adequate hermeneutical theory. For this, it is divided in two parts. The first part critically presents the state of the art of the economic constitution theory. Then, the article develops two aspects that should become part of the economic constitution debate. First, the incorporation of the economic reasoning to the legal dogma (law and economics). Secondly, the article argues that interpretation techniques should consider an institutional dimension and the systemic consequences of judicial review of economic regulation.

Análise econômica da constituição econômica e interpretação institucional

This paper sought to present an interpretation of the economic constitution and how it can be directed towards greater participation by the municipality in economic activity and in the local development process. Based on a review of the legal literature related to the economic constitution, its understanding was expanded, allowing the competences it brought to be also attributed to the municipalities. Discussing the role of the municipality in the context of Brazilian federalism, the reasons for municipal dependence on central power were listed. As an alternative to overcoming dependency and underdevelopment, the municipality's intervention in the economic domain was pointed out, based on the incentive to social currencies. Throughout the present study, the objective was to elucidate if it is lawful for the municipality to intervene in the economic domain and if this intervention can occur by encouraging the creation of social currencies of local circulation.
