This paper contributes to the literature on entrepreneurial leadership development. Leadership studies are characterized by an increasing emphasis given to an individual leader's social and organizational domain. Within the context of human capital and social capital theory, the paper reflects on the emergence of a social capital theory of leadership development. Using a retrospective, interpretivist research method, the authors present the experience of a cohort of business leaders on an executive development programme to uncover the everydayness of leadership development in practice. Specifically, they explore how entrepreneurial leadership develops as a social process and what the role of social capital is in this. The findings suggest that the enhancement of leaders’ human capital only occurred through their development of social capital. There is not, as extant literature suggests, a clear separation between leader development and leadership development. Further, the analysis implies that the social capital theory of leadership is limited in the context of the entrepreneurial small firm, and the authors propose that it should be expanded to incorporate institutional capital, that is, the formal structures and organizations which enhance the role of social capital and go beyond enriching the human capital stock of individual leaders.

The development of entrepreneurial leadership : the role of human, social and institutional capital

This paper is about people. It is also about productivity and growth of an economy. And it is about the proper role of government in a society devoted to using its limited physical and human resources wisely for the economic and social well-being of its people. A nation's output of goods and services, and thus its capacity to raise living standards, is limited by its resources and by the state of technological knowledge regarding how to utilize them. Of the traditional triumvirate of resources-land, labor, and capital-only capital has been thought of generally as subject to significant and appropriate social control. Land is given by nature, while population and hence the labor supply have been considered to be determined by forces outside the economic system. The state of technological knowledge, too, has been considered to be determined largely outside the economic system, except to the extent that resources were directed toward research and development. Moreover, knowledge is significant largely to the extent that it becomes embodied in resources in the form of man-made capital.

Investing in Human Capital

This paper provides an integrated analysis of the role of the service sector in recent Indian economic development. It discusses the nature of services, their distinction from products, and their categorization. It provides an overview of Indiaâ€™s overall growth experience, and a detailed examination of the contribution of the service sector to growth. It includes an examination of the potential for spillovers from IT, ITES and other service sectors such as financial services, to the rest of the economy, drawing on econometric work, as well as input-output analysis of linkages to understand these possible spillovers and growth potentials. Based on this evidence, it appears that Indiaâ€™s manufacturing sector development may have been constrained in part by weaknesses in key service sectors such as transportation and electricity. The paper also considers the particular role of international trade in services, which is of growing importance. It discusses the consequences for employment of different growth paths, the challenges of education and manpower training to support and sustain Indiaâ€™s development path, and social and environmental issues, including regional inequality issues. The Indian experience is related to recent discussions of industrial policy, and development policy more generally.
