Multi-criteria decision analysis (MCDA) methods have become increasingly popular in decision-making for sustainable energy because of the multi-dimensionality of the sustainability goal and the complexity of socio-economic and biophysical systems. This article reviewed the corresponding methods in different stages of multi-criteria decision-making for sustainable energy, i.e., criteria selection, criteria weighting, evaluation, and final aggregation. The criteria of energy supply systems are summarized from technical, economic, environmental and social aspects. The weighting methods of criteria are classified into three categories: subjective weighting, objective weighting and combination weighting methods. Several methods based on weighted sum, priority setting, outranking, fuzzy set methodology and their combinations are employed for energy decision-making. It is observed that the investment cost locates the first place in all evaluation criteria and CO2 emission follows closely because of more focuses on environment protection, equal criteria weights are still the most popular weighting method, analytical hierarchy process is the most popular comprehensive MCDA method, and the aggregation methods are helpful to get the rational result in sustainable energy decision-making.

Review on multi-criteria decision analysis aid in sustainable energy decision-making

Multi-Criteria Decision Making (MCDM) techniques are gaining popularity in sustainable energy management. The techniques provide solutions to the problems involving conflicting and multiple objectives. Several methods based on weighted averages, priority setting, outranking, fuzzy principles and their combinations are employed for energy planning decisions. A review of more than 90 published papers is presented here to analyze the applicability of various methods discussed. A classification on application areas and the year of application is presented to highlight the trends. It is observed that Analytical Hierarchy Process is the most popular technique followed by outranking techniques PROMETHEE and ELECTRE. Validation of results with multiple methods, development of interactive decision support systems and application of fuzzy methods to tackle uncertainties in the data is observed in the published literature.

The present study examines the impact of including various qualitative criteria for the selection of alternative transportation options in Delhi. Three alternative transport options viz. 4-stroke 2-wheelers, CNG cars and CNG buses are prioritized based on six different criteria––energy saving potential (energy), emission reduction potential (environment), cost of operation (cost), availability of technology (technology), adaptability of the option (adaptability) and barriers to implementation (barrier). Based on quantitative criteria ‘energy’, ‘environment’ and ‘cost’, CNG car showed more potential in contributing to environmentally sustainable transport system in Delhi followed by 4-stroke 2-wheelers and CNG buses. Qualitative criteria viz. ‘technology’, ‘adaptability’ and ‘barriers’ in prioritization process resulted in higher priority for 4-stroke 2-wheelers followed by CNG bus and CNG car. Integrated quantitative and qualitative criteria gave a contrasting result as compared to that of the conventional quantitative approach and qualitative approach with highest priority for CNG bus followed by 4-stroke 2-wheelers and CNG car. This could explain the reasons for failure of many potential alternative urban transport options.

Executive Summary More than 50% of the global population already lives in urban settlements and urban areas are projected to absorb almost all the global population growth to 2050, amounting to some additional three billion people. Over the next decades the increase in rural population in many developing countries will be overshadowed by population flows to cities. Rural populations globally are expected to peak at a level of 3.5 billion people by around 2020 and decline thereafter, albeit with heterogeneous regional trends. This adds urgency in addressing rural energy access, but our common future will be predominantly urban. Most of urban growth will continue to occur in small-to medium-sized urban centers. Growth in these smaller cities poses serious policy challenges, especially in the developing world. In small cities, data and information to guide policy are largely absent, local resources to tackle development challenges are limited, and governance and institutional capacities are weak, requiring serious efforts in capacity building, novel applications of remote sensing, information, and decision support techniques, and new institutional partnerships. While ‘megacities’ with more than 10 million inhabitants have distinctive challenges, their contribution to global urban growth will remain comparatively small. Energy-wise, the world is already predominantly urban. This assessment estimates that between 60–80% of final energy use globally is urban, with a central estimate of 75%. Applying national energy (or GHG inventory) reporting formats to the urban scale and to urban administrative boundaries is often referred to as a ‘production’ accounting approach and underlies the above GEA estimate.
