There is abundant literature focusing on the palm oil sector, which has grown into a vigorous sector with production originating mainly from Malaysia and Indonesia, and on increased palm oil consumption in many countries around the globe, particularly European Union states, China and India. This sector expansion has become quite controversial, because while it has negative social and environmental impacts, it also leads to positive benefits in generating fiscal earnings for producing countries and regular income streams for a large number of large- and small-scale growers involved in palm oil production. This document reviews how the social, ecological, and environmental dynamics and associated implications of the global palm oil sector have grown in complexity over time, and examines the policy and institutional factors affecting the sector's development at the global and national levels.This work examines the geographies of production, consumption and trade of palm oil and its derivatives, and describes the structure of the global palm oil value chain, with special emphasis on Malaysia and Indonesia. In addition, this work reviews the main socioenvironmental impacts and trade-offs associated with the palm oil sector's expansion, with a primary focus on Indonesia. The main interest is on the social impacts this has on local populations, smallholders and workers, as well as the environmental impacts on deforestation and their associated effects on carbon emissions and biodiversity loss. Finally, the growing complexity of the global oil palm value chain has also driven diverse types of developments in the complex oil palm policy regime governing the sector's expansion. This work assesses the main features of this emerging policy regime involving public and private actors, with emphasis on Indonesia.There are multiple efforts supporting the transition to a more sustainable palm oil production; yet the lack of a coordinated public policy, effective incentives and consistent enforcement is clear and obvious. The emergence of numerous privately driven initiatives with greater involvement of civil society organizations brings new opportunities for enhancing the sector's governance; yet the uptake of voluntary standards remains slow, and any push for the adoption of more stringent standards may only widen the gap between large corporations and medium- and smallscale growers. Greater harmonization between voluntary and mandatory standards, as well as among private initiatives is required. Commitments to deforestation-free supply chains have the potential to reduce undesired environmental impacts from oil palm expansion, and while this risks excluding smallholders from the supply chains, such commitments may function to leverage the upgrading of smallholder production systems. Their success, however, will require greater public and private sector collaboration.

The palm oil global value chain: Implications for economic growth and socialand environmental sustainability

The discourse of the rural-urban migrant is that of a sojourner in the city, a man or a woman who will almost inevitably return to his or her rural roots and re-engage with farming and village living. In this paper we ask whether rural-urban migrants can ‘become’ urban and shed their identification as temporary denizens of the city. We develop a conceptual framework that provides five entry points to explore this process of becoming urban, and then apply the framework drawing on the experiences of migrants to Viet Nam's capital, Hanoi. We argue that even when migrants do return to their homelands they do so with altered priorities and on different terms. The experience of migration was not infrequently transformative and life-changing. While migrants may not ‘become’ urban in the fullest sense, their homeland had become a space of familial origin and emotional identification, not a place where people necessarily sought to reside, work, raise their children and build their lives.

Media Exposure and Internal Migration: Evidence from Indonesia *

This study specifies and estimates a gravity model for interprovincial migration in Indonesia. Analysing five cross-sections for Indonesia's 26 provinces for five survey years between 1930 and 2000 we show that throughout the twentieth century economic factors were more important in the explanation of interprovincial migration patterns in Indonesia than planned migration policy aimed at the redistribution of the population. In addition, our regression analysis demonstrates that the urban primacy of Jakarta, Indonesia's capital, had a strong effect on the direction and size of migration flows. Our findings thus suggest that the costly government-supported migration is not very successful and that a strongly centralized government induces migration flows to the capital. These findings have policy implications for other developing countries.

The determinants of internal migration in a developing country: quantitative evidence for Indonesia, 1930–2000

This article examines shifting attitudes toward rural migrants in Lampung Province, on the Indonesian island of Sumatra, in the context of a history of enclosure, commercial expansion, and dispossession. The author examines how contemporary multi-local livelihoods in Lampung reflect an adaptation to the vulnerabilities associated with being a migrant, as people position themselves to qualify for livelihood resources. The author's interpretation draws on Michel Foucault's analysis of the production of governable subjects and, in particular, norms of conduct that produce subjectivities and identities that “fit.” The article explores how different policy phases associated with environmental governance in Lampung have created contrasting positionings and norms of conduct for migrants, as they have been defined, on the one hand, as pioneer entrepreneurs, bringing progress to Indonesia's hinterland, and, on the other, as forest squatters, threatening the cultural and ecological integrity of the province. DISPLACEMENT, RESETTLEMENT, AND MULTI-LOCAL LIVELIHOODS: Positioning Migrant Legitimacy in Lampung, Indonesia

This paper addresses population movement in Indonesia within the broader contexts of human
development. Human movement, voluntary and involuntary, is a reflection of the people
initiatives and responses to the changing nature of society and economy. As a large archipelagic
state, movement of people across the country, historically, has always an important dimension of
social formation in Indonesia. The paper however focuses on movement of people in the last four
decades. It aims to examine the connection between migration and its wider social and economic
contexts, looking at how politics shape migration policy and in turn, how migration affects
policy making. The paper discusses at length recent issues of overseas labor migration,
particularly on the apparently embedded inertia within the policy making processes. The
continuing incidences of irregular migration, forced migration and human trafficking obviously
mirror the incapacity of the state in properly managing the movement of people. The insufficient
data and information generally hampered any conclusive linkages of migration and human
development. With or without state’s proper policies people will continuously on the move
enriching human development in Indonesia.
