Diverse natural and social science research is needed to support policies to recover and sustain healthy oceans. While a wide variety of expert-led prioritization initiatives have identified research themes and priorities at national and regional scale, over the past several years there has also been a surge in the number of scanning exercises that have identified important environmental research questions and issues ‘from the bottom-up’. From those questions, winnowed from thousands of contributions by scientists and policy-makers around the world who participated in terrestrial, aquatic and domain-specific horizon scanning and big question exercises, I identified 657 research questions potentially important for informing decisions regarding ocean governance and sustainability. These were distilled to a short list of 67 distinctive research questions that, in an internet survey, were ranked by 2179 scientists from 94 countries. Five of the top 10 research priorities were shared by respondents globally. Despite significant differences between physical and ecological scientists’ priorities regarding specific research questions, they shared seven common priorities among their top 10. Social scientists’ priorities were, however, much different, highlighting their research focus on managerial solutions to ocean challenges and questions regarding the role of human behavior and values in attaining ocean sustainability. The results from this survey provide a comprehensive and timely assessment of current ocean research priorities among research-active scientists but highlight potential challenges in stimulating crossdisciplinary research. As ocean and coastal research necessarily becomes more transdisciplinary to address complex ocean challenges, it will be critical for scientists and research funders to understand how scientists from different disciplines and regions might collaborate and strengthen the overall evidence base for ocean governance.

Scientists' perspectives on global ocean research priorities

As a discipline, marine historical ecology (MHE) has contributed significantly to our understanding of the past state of the marine environment when levels of human impact were often very different from those today. What is less widely known is that insights from MHE have made headway into being applied within the context of present-day and long-term management and policy. This study draws attention to the applied value of MHE. We demonstrate that a broad knowledge base exists with potential for management application and advice, including the development of baselines and reference levels. Using a number of case studies from around the world, we showcase the value of historical ecology in understanding change and emphasize how it either has already informed management or has the potential to do so soon. We discuss these case studies in a context of the science-policy interface around six themes that are frequently targeted by current marine and maritime policies: climate change, biodiversity conservation, ecosystem structure, habitat integrity, food security, and human governance. We encourage science-policy bodies to actively engage with contributions from MHE, as well-informed policy decisions need to be framed within the context of historical reference points and past resource or ecosystem changes.

ICES meets marine historical ecology: placing the history of fish and fisheries in current policy context

The ongoing daily sampling programme of the fish fauna in the Dutch Wadden Sea using fixed gear was analysed for the years 1960–2011. Spring sampling caught immigrating fish from the coastal zone and autumn samples reflected emigration of young-of-the-year. In total 82 fish species were caught with no clear trend in biodiversity. In both spring and autumn total daily catch fluctuated and peaked in the late 1970s. From 1980 to the present catches of both pelagic and demersal species showed a 10-fold decrease in total biomass. Mean individual biomass decreased in spring between 1980 and the present from about 150 to 20 g wet weight. No trend was found in autumn mean individual biomass which fluctuated around 20 g wet weight. The trophic structure remained constant for both the demersal and benthopelagic fish fauna from 1980 to 2011, whilst the trophic position of pelagic fish in spring fell from about 3.9 to 3.1. Min/max auto-correlation factor analysis showed similar trends in spring and autumn species biomass time series: the first axis represented a decrease from the 1960s followed by stabilization from the mid-1990s. The second trend showed an increase with a maximum around 1980 followed by a steady decrease in spring and a decrease and stabilization from 2000 in autumn. It is argued that the most likely explanatory variables are a combination of external factors: increased water temperature, habitat destruction in the coastal zone (sand dredging and beach nourishment, fishing) and increased predation by top predators for the first trend, and large-scale hydrodynamic circulation for the second trend. We conclude that both the trophic structure of the coastal zone fauna and the nursery function of the Wadden Sea have been reduced since the 1980s. Our findings corroborate that ecological change in coastal ecosystems has not only occurred in the past but still continues.

Changes over 50 years in fish fauna of a temperate coastal sea: Degradation of trophic structure and nursery function

The structure and function of the Mediterranean Sea Ecosystems (MSE) are rapidly changing. Global warming is the main driver of change, and the MSE responses are dramatic. The establishment of non-indigenous species, heavily influenced ecosystem functioning; human pressures such as overfishing, triggered regime shifts such as that from fish to jellyfish; the Eastern Mediterranean Transient changed the circulation patterns of the Eastern Mediterranean basin. Models did not predict these changes. Science, so far, focused much on the constraints that lead to regular sequences of events, allowing for predictions. In periods of rapid change, though, the historical nature of ecology becomes prominent, and contingencies acquire an overwhelming importance. This calls for new approaches to the study of complex systems, for instance with a shift from monitoring to observation, with a revival of natural history. The identification of cells of ecosystem functioning, based on oceanographic processes that enhance production at different levels of marine food webs in specific areas, is a challenge for future studies that will eventually lead to better management and protection of the marine natural heritage. Even if historical systems do not allow for predictions, some trends are clear and a set of possible scenarios of what will happen in the future Mediterranean Sea can be proposed.

Using MIRI on-board JWST we present mid-infrared sub-arcsec imaging (MIRIM) and spectroscopy (MRS) of the hyperluminous infrared system SPT0311-58 at z=6.9. MIRI observations are compared with existing ALMA far-infrared continuum and [CII]158$\mu$m imaging. Even though the ALMA observations suggests very high star formation rates (SFR) in the eastern (E) and western (W) galaxies of the system, the H$\alpha$ line is not detected. This, together with the detection of the Pa$\alpha$ line, implies very high optical nebular extinction with lower limits of 4.2 (E) and 3.9 mag (W), and even larger 5.6 (E) and 10.0 (W) for SED derived values. The extinction-corrected Pa$\alpha$ SFRs are 383 and 230M$_{\odot}$yr$^{-1}$ for the E and W galaxies, respectively. This represents 50% of the SFRs derived from the [CII]158$\mu$m line and infrared light for the E galaxy and as low as 6% for the W galaxy. The MIRI observations reveal a clumpy stellar structure, with each clump having 3 to 5 $\times$10$^{9}$M$_\mathrm{\odot}$, leading to a total stellar mass of 2.0 and 1.5$\times$10$^{10}$M$_\mathrm{\odot}$ for the E and W galaxies, respectively. The specific SFR in the stellar clumps ranges from 25 to 59Gyr$^{-1}$, which are 3 to 10 times larger than the values measured in galaxies of similar mass at redshifts 6 to 8. The overall gas mass fraction is $M_\mathrm{gas}$/$M_*\sim3$, similar to that of z=4.5-6 star-forming galaxies. The observed properties of SPT0311-58 such as the clumpy distribution at sub(kpc) scales and the very high average extinction are similar to those observed in low- and intermediate-z LIRGs and ULIRGs, even though SPT0311-58 is observed only 800 Myr after the Big Bang. Massive, heavily obscured, clumpy starburst systems like SPT0311-58 likely represent the early phases in the formation of massive high-z bulge/spheroids and luminous quasars.

MIRI/JWST observations reveal an extremely obscured starburst in the z=6.9 system SPT0311-58

Luminous infrared galaxies at high redshifts ($z$>4) include extreme starbursts that build their stellar mass over short periods of time (>100 Myr). These galaxies are considered to be the progenitors of massive quiescent galaxies at intermediate redshifts ($z\sim$2) but their stellar structure and buildup is unknown. Here, we present the first spatially resolved near-infrared imaging of GN20, one of the most luminous dusty star-forming galaxies known to date, observed at an epoch when the Universe was only 1.5 Gyr old. The 5.6$\mu$m image taken with the JWST Mid-Infrared Instrument (MIRI/JWST) shows that GN20 is a very luminous galaxy (M$_\mathrm{1.1\mu m,AB}$=$-$25.01), with a stellar structure composed of a conspicuous central source and an extended envelope. The central source is an unresolved nucleus that carries 9% of the total flux. The nucleus is co-aligned with the peak of the cold dust emission, and offset by 3.9 kpc from the ultraviolet stellar emission. The diffuse stellar envelope is similar in size to the clumpy CO molecular gas distribution. The centroid of the stellar envelope is offset by 1 kpc from the unresolved nucleus, suggesting GN20 is involved in an interaction or merger event supported by its location as the brightest galaxy in a proto-cluster. The stellar size of GN20 is larger by a factor of about 3-5 than known spheroids, disks, and irregulars at $z\sim$4, while its size and low S\'ersic index are similar to those measured in dusty, infrared luminous galaxies at $z\sim$2 of the same mass. GN20 has all the ingredients necessary for evolving into a massive spheroidal quiescent galaxy at intermediate $z$: it is a large, luminous galaxy at $z$=4.05 involved in a short and massive starburst centred in the stellar nucleus and extended over the entire galaxy, out to radii of 4 kpc, and likely induced by the interaction or merger with a member of the proto-cluster.
