TL;DR: One of the major points of as mentioned in this paper is that outcomes occur at the end of the education process, not just in the beginning, but also in the middle of the process, and this has become one of the biggest issues in outcome-based education because a lot of educators started with micro-conceptions of the outcomes and opportunities to learn and we now have gone to macroconception of those same things.
