The growing technical uncertainties and complexities of problems of global concern have made international policy coordination not only increasingly necessary but also increasingly difficult. If decision makers are unfamiliar with the technical aspects of a specific problem, how do they define state interests and develop viable solutions? What factors shape their behavior? Under conditions of uncertainty, what are the origins of international institutions? And how can we best study the processes through which international policy coordination and order emerge? While a variety of analytic approaches have been used to address the problems of international cooperation, the approaches have yielded only fragmentary insights. At its core, the study of policy coordination among states involves arguments about determinism versus free will and about the ways in which the international system is maintained and transformed. Among the overlapping topics of debate are whether national behavior is determined or broadly conditioned by system-level factors, unit-level factors, or some complex interplay between the two; whether state policymakers can identify national interests and behave independently of pressures from the social groups they nominally represent; and whether states respond consistently to opportunities to create, defend, or expand their own wealth and power, to enhance collective material benefits, or to promote nonmaterial values.' The state has always been difficult to define. Its boundary with society appears elusive, porous, and mobile. I argue that this elusiveness should not be overcome by sharper definitions, but explored as a clue to the state's nature. Analysis of the literature shows that neither rejecting the state in favor of such concepts as the political system, nor “bringing it back in,” has dealt with this boundary problem. The former approach founders on it, the latter avoids it by a narrow idealism that construes the state-society distinction as an external relation between subjective and objective entities. A third approach, presented here, can account for both the salience of the state and its elusiveness. Reanalyzing evidence presented by recent theorists, state-society boundaries are shown to be distinctions erected internally, as an aspect of more complex power relations. Their appearance can be historically traced to technical innovations of the modern social order, whereby methods of organization and control internal to the social processes they govern create the effect of a state structure external to those processes.

Since its inception Latin American Perspectives has recognized many Marxisms and a Marxist tradition of many contending theories and strategies. More important, the journal represents the view that no single tendency within Marxism should dominate its pages, and that Marxism is not reducible to the conceptualization of class, relations of production, or mode of production, but that all of these concepts are fundamental in understanding the problems of contemporary capitalist society. It is also evident that attention to individual, group, and class interests may be relevant to analysis of struggles that seek political equality, resolution of human needs, and a fair distribution of available resources. Marxism today, however, is in a period of crisis, provoking a rethinking of its premises and usefulness but also leading some left theorists to search for a new understanding as they move on to a "post-Marxist terrain." This journal issue explores the implications of this crisis and the turn of some intellectuals away from Marxism in their retreat from analysis of class and class struggle in Latin America. The intent is not only to invite dialogue on this question, but also to challenge the premises of the new thinking.
