This study investigated the use of δ15N levels in Phragmites australis reeds as an indicator of nutrient input into the small temporarily open/closed East Kleinemonde Estuary, Eastern Cape, South Africa. Nutrient (NH4 and SRP) concentrations decreased from the bank towards the main estuary channel, suggesting that nutrients introduced into the estuary in groundwater and surface runoff were taken up by the fringe of reeds. The roots, rhizomes, stems and leaves of Phragmites at the site with the greatest Phragmites biomass and density had significantly higher δ15N (∼20‰) than the leaves at a site with no groundwater input, consistent with nutrient enrichment by septic tank wastewater and stormwater runoff. This study suggests that the δ15N level in reeds can be used to detect enrichment in small estuaries threatened by changing land use and deteriorating water quality.

Kamusal sanat, kentlerin kültür-eksenli dönüşümü, kentte yaşam kalitesinin artırılması ve kentsel mekânın estetiği ile yakından ilişkilidir. Kamusal sanat, kentlerin yaygınlaşan ve öne çıkan bir özelliği haline gelmektedir. Kentlerin kültür politikaları, kamusal sanata giderek artan ilginin ve kamusal sanatın kentlerin dönüşümüne olan katkılarının arka planında kayda değer öneme sahiptir. Sanata Ayrılan Pay stratejisi ise kamusal sanatın kentlerdeki varlığını artırmak için uygulanan ve kamusal sanat eserlerinin yapımını finanse etmek için başvurulan en yaygın yöntemlerden arasındadır. Bu strateji ile inşaat yatırımlarının bütçesinden küçük bir miktar kamusal sanat için ayrılmaktadır. Bu makalenin amacı, kamusal sanatın İzmir'de yürütülen kültür politikaları içerisinde nasıl daha fazla yer bulabileceğini tartışmaktır. Bu amaç doğrultusunda makalede, İzmir'de kamusal sanat uygulamalarına ilişkin genel bir değerlendirme yapılmıştır. Avrupa ve ABD’de birçok kentin benimsediği strateji eğer İzmir’de de uygulanırsa kamusal sanat için inşaat yatırımlarından küçük bir pay ayrılarak bir fon yaratılabilecektir. İzmir'de sanata ayrılan pay stratejisinin uygulanmasına ilişkin öneri senaryo geliştirilmiştir. Sanata ayrılan pay stratejisinin uygulanması durumunda kentte kamusal sanatın varlığına olası etkileri tartışılmıştır. Önerilen senaryo göstermektedir ki sanata ayrılan pay stratejisinin İzmir-Türkiye’de uygulanıyor olması kamusal sanata ilişkin tüm çalışmalarının sürekliliğini sağlayabilecektir.

Public art and percent for art strategy in izmir

Public art plays a number of roles in the economic, social and cultural transformation of cities. The cultural policies of cities are significant for the interest in public art. The percent for art strategy as an important policy is one of the methods to promote public art in cities and finance artwork production. Many cities have been successfully implementing public art in their cultural policies. The cities of Chicago, Barcelona and Dublin can be mentioned as those which have different experiences in the implementation of this strategy. They can be taken as exemplars of cultural policies and public art strategies for the specific case of Izmir, Turkey. This article intends to discuss public art as part of cultural policies in Izmir, demonstrating how public art can find more space in the urban environment. In line with this purpose, the main question focuses on how the percent for art scheme can be applied as a method that ensures the realization of public art practices for Izmir. The resultant findings obtained from proposed models show that an alternative financial resource can be provided via the percent for art strategy in Izmir city. In the end, the percent for art program is believed to offer a range of opportunities which should increase the presence of public art in the city.
