How do states in the Global South manage cross-border migration? This article identifies Hollifield’s “migration state” as a useful tool for comparative analysis yet notes that in its current version the concept is limited, given its focus on economic immigration in advanced liberal democracies. We suggest a framework for extending the “migration state” concept by introducing a typology of nationalizing, developmental, and neoliberal migration management regimes. The article explains each type and provides illustrative examples drawn from a range of case studies. To conclude, it discusses the implications of this analysis for comparative migration research, including the additional light it sheds on the migration management policies of states in the Global North.

Socio-spatial differentiation and residential segregation in Delhi: a question of scale?

Can combat experience foster organizational skills that engender political collective action? We use the arbitrary assignment of troops to combat in World War II to identify the effect of combat experience on two channels that change local ethnic composition and future political control: ethnic cleansing and co-ethnic immigration. During the Partition of South Asia, we find that ethnically mixed districts whose veterans were exposed to greater combat exhibited greater co-ethnic immigration and minority ethnic cleansing, with minority out-migration achieved with lower loss-of-life. Further, where ethnic groups had been in complementary economic roles or the minority received greater combat experience, there was less ethnic cleansing. We interpret these results as reflecting the strategic role of ethnic cleansing and co-ethnic immigration by groups seeking political control and the role of combat experience in enhancing organizational skills at credibly threatening violence and engaging in collective action.

Does Combat Experience Foster Organizational Skill? Evidence from Ethnic Cleansing During the Partition of South Asia

In the wake of Partition - the break-up of British India in 1947 - millions of people moved across the new borders between Pakistan and India. Although much has been written about these 'Partition refugees,' a comprehensive picture remains elusive. This paper advocates a rethinking of the study of cross-border migration in South Asia. It argues especially for looking at categories of cross-border migrants that have so far been ignored, and for employing a more comparative approach. In the first section, we look at conventions that have shaped he literature on Partition refugees. The second section explores some patterns of post-Partition migration to East Pakistan (now Bangladesh), and he third uses oral evidence from cross-border migrants to present a number of case studies. The concluding section underlines that these cases demonstrate the need for re-examining historiographical conventions regarding Partition migration; it also makes a plea for linking South Asia's partition to broader debates about partition as a political 'solution' to ethnic strife.
