PURPOSE: To improve the use efficiency of roads by displaying road traffic information so that the road condition can be discriminated. CONSTITUTION: A road traffic information presenting device 8 includes a data editing device 9, a display device of road information for parking area 10, a display device of road information for large-sized equipment 11, a display device of road information for charge station entrance 12, a display device of road information for general user 13, and a display device of road information for road manager 14. The device 9 edits information from a traffic control center 3 in accordance with formats of display on devices 10 to 14. Edited information is outputted to terminal display devices through a communication line at intervals of a certain time. The device 9 gathers the operation conditions of devices 10 to 14 to monitor the operating states. Information of the degree of crowding in each section, travelling time information in each section, accident information, construction information, weather information, etc., is transmitted from the center 3 to the device 8. Information of the degree of crowding is calculated based on data of the traffic intensity gathered by vehicle sensors set at intervals of several hundreds meters, the running speeds, etc. Thus, the use efficiency of roads is improved because prevailing road traffic information is so displayed that the road conditions can be discriminated. PURPOSE: To obtain the titled composition having improved safety and good operating ratio of taking out a molded article from a packaging container, by forming a uniform solid phase from nitrocellulose (NC) with a specific solvent inert to the isocyanate group (NCO). CONSTITUTION: A composition consisting of a uniform solid phase formed from nitrocellulose (NC) with an organic solvent inert to the isocyanate group (NCO) and the organic solvent consisting of a solvent capable of dissolving the NC partly and the remaining solvent incapable of dissolving the NC and the NC as a substantial solid component. The composition is obtained by adding methyl isobutyl ketone to NC wetted by an alcohol and/or water, kneading the resultant mixture, adding toluene to the resultant pastelike composition, and removing the alcohol and/or water under reduced pressure substantially.
