TL;DR: In this article, the authors explain how active employment policies and cooperatives are perfectly suited to fulfil the mandates outlined in the 1978 Spanish Constitution in relation to the promotion of cooperatives (Article 129.2), and to policies oriented towards full employment (Article 40.1), which fall under the overall protection of social rights.

Calidad democrática, sistema institucional y modelo territorial vasco

TL;DR: In this paper, the authors defend that the complex Basque institutional and territorial model works acceptably well, despite its lights and shadows, and can be an example of the widespread idea of how a model of decentralized territorial organization (and their complex, but at the same time valuable forms of interaction between the various levels of government), can enhance the quality of government of their institutions, help the human, economic and social development, raise transparency and manage available resources to deliver better public services and, in short, improve the democratic quality of society.
