Limits of “authoritarian upgrading” in syria: private welfare, islamic charities, and the rise of the zayd movement

This book is about the Egyptian people's 2011 Revolution for freedom, justice, and human dignity, and its aftermath. The Revolution succeeded in toppling the authoritarian Mubarak regime in less than three weeks. It was then co-opted by the Muslim Brotherhood through Egypt's first free and fair elections in 2012, which was in turn crushed in 2013 by a popularly supported military regime whose practices of repression negatively impacted the justice system and human rights. The problems facing the country and its people are daunting, particularly economic, demographic, and social pressures. The contextual analysis of these and other historic and contemporary issues give the reader a comprehensive understanding of what has occurred in the last five years and an insight into where the country is heading. Even though the Revolution has been suppressed and the promise of democracy shunted aside, the majority of the Egyptian people continue to hope for the unachieved dreams of social justice, human dignity, and freedom. Egypt's geopolitical importance makes it indispensable to the stability of the Middle East, and thus important to the world.

Transnational NGOs: Creative Connections of Development and Global Governance

Most non-governmental organizations (NGOs) in the Arab world have traditionally been active in the areas of social work and charity, often within a religious or communal framework. But recently, many of these organizations have become the forum for conflicts between different political trends, while others tackle political problems such as human rights or democratic issues. Facing the rejuvenated NGO scene in the Arab world, public authorities remain torn-between support for the concerns of civil society and the traditional mode of management, which does not delegate, consult, or decentralize. Can NGOs in the Arab world be considered full-fledged actors of governance and of national and local development? is the relationship between NGOs and public authorities at the national and local level one of partnership or opposition and competition? Are NGOs perceived to be palliatives to the shortcomings of the public authorities? How is the relationship between NGOs and society to be defined? Do Arab NGOs highlight the issues that remain undetected by the classical methods of action of the public authorities? The studies in this collection, arising out of the Conference on NGOs and Governance in the Arab World held in Cairo in March 2003, attempt to answer these and other areas of concern.

Ces dernieres annees les protestations sociales se sont multipliees en Egypte et elles concernent les categories sociales et professionnelles les plus diversifiees. L’aspect paradoxal du phenomene est son developpement au moment meme ou les pouvoirs publics egyptiens « verrouillaient » le systeme politique. L’article met en exergue les principales caracteristiques et les nouvelles modalites des mobilisations sociales actuelles. Il montre les modifications de la gestion des protestations sociales par les pouvoirs publics et pose la necessite de les etudier dans le cadre des mutations de l’espace public de ce pays. Enfin, il s’interroge sur le rapport au politique des mobilisations sociales egyptiennes dans le cadre des interrogations actuelles sur les nouvelles modalites de l’expression politique partout dans le monde.

L’appel à contribution de ce numéro spécial de la Revue Tiers Monde a été publié en avril 2009. Il visait notamment à nuancer certaines images développées à propos des sociétés de la région, celles de sociétés « vides d’acteurs sociaux et politiques » (Duterne, 2009, p. 8) car « soumises » à un certain nombre de surdéterminations comme l’islamisme, l’autoritarisme, la mondialisation, le communautarisme, les conflits régionaux etc. Face à cette image de la « soumission », l’appel à contribution souhaitait mettre l’accent sur le phénomène presque contraire, à savoir la « mobilisation ». L’intuition de départ reposait sur le constat d’une montée des mobilisations sociales, non seulement en Égypte et en Tunisie mais également en Algérie et au Maroc. Le numéro devait paraître en 2010. Le retard atteste de la difficulté à intégrer le phénomène des mouvements sociaux comme « objet de recherche légitime » dans le champ scientifique francophone spécialisé sur la région. Les pays couverts par les contributions à ce numéro se limitent au Maroc, au Liban, à la Tunisie et à l’Égypte.
