This paper offers an integrated conceptual framework for the research and amelioration of energy deprivation in the home. It starts from the premise that all forms of energy and fuel poverty – in developed and developing countries alike – are underpinned by a common condition: the inability to attain a socially and materially necessitated level of domestic energy services. We consider the functionings provided by energy demand in the residential domain in order to advance two claims: first, that domestic energy deprivation in its different guises and forms is fundamentally tied to the ineffective operation of the socio-technical pathways that allow for the fulfilment of household energy needs, and as such is best analyzed by understanding the constitution of different energy services (heating, lighting, etc.) in the home. Second, we emphasize the ability of vulnerability thinking to encapsulate the driving forces of domestic energy deprivation via a comprehensive analytical matrix. The paper identifies the main components and implications of energy service and vulnerability approaches as they relate to domestic energy deprivation across the world.

A global perspective on domestic energy deprivation: Overcoming the energy poverty-fuel poverty binary

Climate change is a global phenomenon, and its outcomes affect societies around the world. So far, however, studies on media representations of climate change have mostly concentrated on Western societies. This paper goes beyond this limited geographical scope by presenting a comparative analysis of issue attention in 27 countries. The sample includes, among others, countries that have committed themselves to greenhouse gas emission reductions under the Kyoto Protocol such as Germany as well as countries that are strongly affected by the consequences of climate change like India. In a first step, it describes the development of media attention for climate change in these countries from 1996 to 2010. Second, it compares the amount of media attention and explores whether it corresponds with indicators measuring the relevance of climate change and climate policies for a country. The analyses show that climate change coverage has increased in all countries. Still, overall media attention levels, as well as the extent of growth over time, differ strongly between countries. Media attention is especially high in carbon dependent countries with commitments under the Kyoto Protocol.

Media attention for climate change around the world: A comparative analysis of newspaper coverage in 27 countries

The 2007 Bali conference heard repeated calls for reductions in global greenhouse gas emissions of 50 per cent by 2050 to avoid exceeding the 2 degrees C threshold. While such endpoint targets dominate the policy agenda, they do not, in isolation, have a scientific basis and are likely to lead to dangerously misguided policies. To be scientifically credible, policy must be informed by an understanding of cumulative emissions and associated emission pathways. This analysis considers the implications of the 2 degrees C threshold and a range of post-peak emission reduction rates for global emission pathways and cumulative emission budgets. The paper examines whether empirical estimates of greenhouse gas emissions between 2000 and 2008, a period typically modelled within scenario studies, combined with short-term extrapolations of current emissions trends, significantly constrains the 2000-2100 emission pathways. The paper concludes that it is increasingly unlikely any global agreement will deliver the radical reversal in emission trends required for stabilization at 450 ppmv carbon dioxide equivalent (CO2e). Similarly, the current framing of climate change cannot be reconciled with the rates of mitigation necessary to stabilize at 550 ppmv CO2e and even an optimistic interpretation suggests stabilization much below 650 ppmv CO2e is improbable.

Reframing the climate change challenge in light of post-2000 emission trends

Ever since climate change came to be a matter of political concern, questions of justice have been at the forefront of academic and policy debates in the international arena. Curiously, as attention has shifted to other sites and scales of climate change politics matters of justice have tended to be neglected. In this paper, we examine how discourses of justice are emerging within urban responses to climate change. Drawing on a database of initiatives taking place in 100 global cities and qualitative case-study research in Philadelphia, Quito and Toronto, we examine how notions of distributive and procedural justice are articulated in climate change projects and plans in relation to both adaptation and mitigation. We find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of ‘rights’ to protection, although those in the South also stress the importance of procedural justice. Mitigation responses also stress ‘rights’ to the benefits of responding to climate change, with limited concern for ‘responsibilities’ or for procedural justice. Intriguingly, while adaptation responses tend to stress the rights of individuals, we also find discourses of collective rights emerging in relation to mitigation.

Who emits most? Associations between socio-economic factors and UK households' home energy, transport, indirect and total CO2 emissions

Climate change scholars generally urge that CO2 emissions need to be cut rapidly if we are to avoid dangerous risks of climate change. However, climate change mitigation policies are widely perceived to have regressive effects – that is, putting a higher financial burden as a proportion of household income on poor than on rich households. This is one of several major barriers to the adoption of effective mitigation policies. They would also have considerable social justice implications requiring significant welfare state responses. We assess the claim that climate change policies have regressive effects by comparing different types of mitigation policies. We will argue that many of these are indeed likely to have regressive distributional implications but that there are several policy options to counteract regressive effects.
