O presente trabalho se propõe a discutir o binômio integração/segurança internacional na região do Platô das Guianas, composto por cinco territórios: Brasil, Guiana Francesa (França), Suriname, Guiana e Venezuela. Abordaremos o binômio no Platô a partir de elementos recorrentes que compõem a constelação de segurança e a dinâmica de integração. Quais sejam: o fluxo migratório intraregional, com destaque aos grupos brasileiros presentes nos territórios da região; a extração de ouro e as atividades que compõem o garimpo (armas, drogas, comércio, prostituição), colocada como um problema de segurança em diferentes aspectos; os litígios fronteiriços não resolvidos desde o período colonial que, com exceção do Brasil, envolve todos os países do Platô das Guianas; a falta de interconectividade entre os territórios, colocando-os “de costas” para o subcontinente.

Integration and International Security in the Guyana Shield: challenges and opportunities

This paper aims to discuss contemporary Brazilian foreign policy for the Guyana region. Suriname, Guyana and French Guiana, inserted in the Transnational Amazon, are the territories that comprise the area in focus. Since the 2000s, South America became the strategic focus of Brazil's foreign policy and projects such as IIRSA and Mercosur are important pillars of this strategy. The Guianas show great potential for exploration of natural resources and its location is strategic as it may represent a rapprochement between the Southern Common Market (MERCOSUR) with the Caribbean Community (CARICOM) through Guyana, the organization's headquarters, and the European Union (EU) through the French Guiana. However, even in this scenario in the Guyana region, the Brazilian approach was timid, standing "backwards" to the South American subcontinent.

Brazil's ties with its South American neighbours have been marked by a hybrid of cordiality and cooperation on the one hand, and responsibility and pragmatism on the other. Thus, the relationship between Brazil and Guyana seeks to generate prosperity and cohesion in South America, while aimed at promoting regional development in the Amazon. The aim of this paper is to understand the "non-indifference" as a principle of Brazilian South American policy and a road map of international relations of Brazil in its neighbourhood and surroundings. The non-indifference, as a belief-idea, would support Brazilian-Guyanese historical relations, explaining why Brazil approached a country considered by many as low political and economic relevance in South America, but that has gained importance into the Brazilian reading on regional integration.
