With the rapid development of mobile devices, global positioning system and Web2.0 technology, more and more users are choosing to share rich information in location-based social networks. Point of interest (POI) recommendation is a hot research direction in recent years, this paper first based on the existed recommending research results on the POI, using methods of linear weighting and cascading combination to integrate social factors, geographical factors and time factors to recommend POI, for the sake of improving effectiveness of results. Then, in the Spark cluster environment, it was extended to improve the efficiency and scalability of POI recommendation. Experimental results showed that the implementation of comprehensive POI recommendation methods in Spark cluster environment was more efficient, as the amount of data increased, efficiency advantage was increasingly obvious.

Computer simulation, an active learning technique, is now one of the advanced pedagogical technologies. Th e use of simulation games in the educational process allows students to gain a firsthand understanding of the processes of real life. Public- administration, public-policy and political-science courses increasingly adopt simulation games in universities worldwide. Besides person-to-person simulation games, there are computer-based simulations in public-administration education. Currently in Russia the use of computer-based simulation games in Master of Public Administration (MPA) curricula is quite limited. Th is paper focuses on computer- based simulation games for students of MPA programmes. Our aim was to analyze outcomes of implementing such games in MPA curricula. We have done so by (1) developing three computer-based simulation games about allocating public finances, (2) testing the games in the learning process, and (3) conducting a posttest examination to evaluate the effect of simulation games on students’ knowledge of municipal finances. Th is study was conducted in the National Research University Higher School of Economics (HSE) and in the Russian Presidential Academy of National Economy and Public Administration (RANEPA) during the period of September to December 2015, in Saint Petersburg, Russia. Two groups of students were randomly selected in each university and then randomly allocated either to the experimental or the control group. In control groups (n=12 in HSE, n=13 in RANEPA) students had traditional lectures. In experimental groups (n=12 in HSE, n=13 in RANEPA) students played three simulation games apart from traditional lectures. Th is exploratory research shows that the use of computer-based simulation games in MPA curricula can improve students’ outcomes by 38 %. In general, the experimental groups had better performances on the post-test examination (Figure 2). Students in the HSE experimental group had 27.5 % better scores than students in the HSE control group. Students of the RANEPA experimental group had 38.0 % better scores than students in the RANEPA control group. Research indicates that lecture-based courses are less effective than courses with more interactive approaches. Therefore, our study highlights the need to implement computer-based simulation games in MPA programmes in Russian universities. Computer-based simulation games provide students with practical skills for their future careers.

Computer-Based Simulation Games in Public Administration Education

White Supremacist groups have been an active participant in the digital world since its inception. However, as this technology evolved so too did the opportunities it provided to various iterations of far-right political groups and organizations. Though it would be incorrect to say that the evolving realities of the digital world are the central cause for far-right radicalization, it did provide the opportunity by which those individuals already holding extremist attitudes and beliefs to better consolidate those beliefs, while also embracing a community of like-minded individuals across the country and around the world. Attitudes and beliefs, which were perhaps less welcome in normal day-to-day experience could now be shared and validated in ways that furthered this process extremism and made the possibility of violence more likely.

White Supremacy and the Digital World: The Social Construction of White Identity

The paper focuses on the comparative analysis of professional competences development in public management and administration university programmes and the possibilities of implementation of international experience in Ukraine. Using the methods of comparative and system-functional analysis, synthesis and generalisation, the authors concentrate on the features of curriculums in public administration field taking into account the current realities of social development. The most common methods of training in the field of public administration and their practical focus are analysed. Particular attention is paid to the methods of problem-based learning in public administration, including case studies, case scenarios, and simulation games as part of the education gamification. The authors carried out an essential comparison of competences adopted in the European public administration training and those defined in the Ukrainian Standard of Higher Education in this area and revealed that the Ukrainian Standard lacks a pool of competencies related to the development and analysis of public policy.

Dynamic characteristics of water entry under the effect of floating ice and an independent distance model of floating ice

The use of hypothetical factual situations to explore and discuss the way in which ‘real-life’ events and problems occur and develop is an established and valuable predictive method for understanding such events and testing the resolution of problems. In so far as such simulation employs hypothetical events and itineraries of action as a way of arriving at conclusions and solutions, it may be described as a kind of game-playing, and the discussion in this paper first explores the value of simulation exercises in legal and other contexts. Then, taking the example of a simulation based upon a board game involving strategies and risks arising in the legal regulation of business cartels, it reports on the testing of a more powerful computerised version of the board game. Examining the outcome of a large number of moves around the game board, this served as a pilot study for considering the value of further development of such a computational model for possible application in research, educational, and training contexts.

Game-playing and understanding decision-making within legal frameworks: the use of computerised simulation

This paper describes the flow field and impact load characteristics of a ventilated cylinder upon vertical and angled water entry. A high-speed camera is used to record the evolution of the cavity, and a pressure sensor placed on the head of the cylinder records the impact load. The results show that head ventilation produces an initial cavity before the cylinder enters the water. This changes the evolution of the cavity, reduces the volume of the cavity, and modifies the cavity closure mechanism. As the ventilation rate increases, the impact load decreases rapidly at first, and then stabilizes at a certain level. The angle of attack also changes the flow field and impact load characteristics. In the case of angled water entry, an obvious asymmetric cavity is formed, and then cavity separation occurs. An increase in the angle of attack or the ventilation rate strengthens the cavity separation. The impact load decreases with increasing angle of attack at low ventilation rates, but is independent of the attack angle at high ventilation rates.
