Shifting Agendas: Private Consultants and Public Planning Policy:

Latin America’s intensive urbanization processes are triggering rapid peri-urban transformations and the expansion of cities. These include accelerated metropolization processes, urban sprawl, and the emergence of new conurbations. These changes parallel the expansion of highly profitable agricultural activities and plantations linked to international markets. This paper aims to analyze land use/cover changes between 1990 and 2050 in the Quillota Province, Valparaíso Region, Chile. Specific objectives considered (1) analyzing changes in land use/cover trajectories between 1990 and 2017, (2) simulating changes in land use/cover based on three scenarios of territorial planning to 2050 (trending, ecological planning, and spatial planning), and (3), identifying the areas most likely to be modified by urbanization and agricultural activity as a result of biodiversity loss in the study area. The Dyna-CLUE model implemented was complemented with GIS techniques for the analysis of land use/cover trajectories that allowed classifying and characterizing the most dynamic land uses/cover within the Quillota Province, such as urban land uses. The results of simulations to 2050 show a probable conurbation of medium-sized cities of Quillota-La Cruz-Calera, and future land use conflicts between peri urban-agricultural land use and plantation-natural conservation land use. The results suggest that it is essential to choose scenarios to ensure sustainable land use planning to control urban and peri-urban sprawl and protect areas of high natural value.

Future land use conflicts: Comparing spatial scenarios for urban-regional planning

This paper establishes a vector autoregressive model based on the current development status of the digital economy and studies the correlation between the digital economy and economic growth MIS from a dynamic perspective, and found that the digital economy has a strong supporting role in the growth of the total economic volume. The coordination degree model calculates the scientific and technological innovation capabilities of China's 30 provinces (except Tibet) from 2018 to 2022, and the coordination, green, open, and shared level of high-quality economic development. The basic principles of the composition of the security measurement are expounded, and the measurement information model can be used as a logic model. The analysis of security measure composition summarizes the selection principle and selection process of security measurement, and analyzes and compares the measure composition methods in several typical security measurement methods.

This chapter describes the urban planning in the concrete economic, social, and political context of capitalism. It deals with questions like: is urban planning exclusively a domain of activity of urban planners? Urban landowners in the nineteenth century, given the institution of private property in land, and given the leasehold system would seek to develop their land in 'building estates'. They would lease the land to a contractor/capitalist who would, in turn, build working-class houses and rent them. The internal logic of early capitalist society carried in it the necessary and sufficient conditions for a qualitative transformation of laissez-faire into monopoly/welfare state capitalism. The contradictions between urban planning theory and practice diminish considerably during periods of territorial instability and social turmoil. The problems, predicaments, and contradictions in urban planning, not unlike those in capitalism itself, are pregnant with their own resolutions. There are two interrelated dimensions to the assertion: an objective and a subjective dimension.
