While there is a recognised need to adapt to changing climatic conditions, there is an emerging discourse of limits to such adaptation. Limits are traditionally analysed as a set of immutable thresholds in biological, economic or technological parameters. This paper contends that limits to adaptation are endogenous to society and hence contingent on ethics, knowledge, attitudes to risk and culture. We review insights from history, sociology and psychology of risk, economics and political science to develop four propositions concerning limits to adaptation. First, any limits to adaptation depend on the ultimate goals of adaptation underpinned by diverse values. Second, adaptation need not be limited by uncertainty around future foresight of risk. Third, social and individual factors limit adaptation action. Fourth, systematic undervaluation of loss of places and culture disguises real, experienced but subjective limits to adaptation. We conclude that these issues of values and ethics, risk, knowledge and culture construct societal limits to adaptation, but that these limits are mutable.

Are there social limits to adaptation to climate change

A new paradigm for planning under conditions of deep uncertainty has emerged in the literature. According to this paradigm, a planner should create a strategic vision of the future, commit to short-term actions, and establish a framework to guide future actions. A plan that embodies these ideas allows for its dynamic adaptation over time to meet changing circumstances. We propose a method for decisionmaking under uncertain global and regional changes called ‘Dynamic Adaptive Policy Pathways’. We base our approach on two complementary approaches for designing adaptive plans: ‘Adaptive Policymaking’ and ‘Adaptation Pathways’. Adaptive Policymaking is a theoretical approach describing a planning process with different types of actions (e.g. ‘mitigating actions’ and ‘hedging actions’) and signposts to monitor to see if adaptation is needed. In contrast, Adaptation Pathways provides an analytical approach for exploring and sequencing a set of possible actions based on alternative external developments over time. We illustrate the Dynamic Adaptive Policy Pathways approach by producing an adaptive plan for long-term water management of the Rhine Delta in the Netherlands that takes into account the deep uncertainties about the future arising from social, political, technological, economic, and climate changes. The results suggest that it is worthwhile to further test and use the approach.

Dynamic adaptive policy pathways: A method for crafting robust decisions for a deeply uncertain world

Many decisions concerning long-lived investments already need to take into account climate change. But doing so is not easy for at least two reasons. First, due to the rate of climate change, new infrastructure will have to be able to cope with a large range of changing climate conditions, which will make design more difficult and construction more expensive. Second, uncertainty in future climate makes it impossible to directly use the output of a single climate model as an input for infrastructure design, and there are good reasons to think that the needed climate information will not be available soon. Instead of optimizing based on the climate conditions projected by models, therefore, future infrastructure should be made more robust to possible changes in climate conditions. This aim implies that users of climate information must also change their practices and decision-making frameworks, for instance by adapting the uncertainty-management methods they currently apply to exchange rates or RD (ii) favouring reversible and flexible options; (iii) buying “safety margins” in new investments; (iv) promoting soft adaptation strategies, including long-term prospective; and (v) reducing decision time horizons. Moreover, it is essential to consider both negative and positive side-effects and externalities of adaptation measures. Adaptation–mitigation interactions also call for integrated design and assessment of adaptation and mitigation policies, which are often developed by distinct communities.

The Design of Robust Value-Creating Supply Chain Networks: A Critical Review †

This and a companion report constitute one of twenty-one Synthesis and Assessment Products called for in the Strategic Plan for the U.S. Climate Change Science Program. These studies are structured to provide high-level, integrated research results on important science issues with a particular focus on questions raised by decision-makers on dimensions of climate change directly relevant to the U.S. One element of the CCSP's strategic vision is to provide decision support tools for differentiating and evaluating response strategies. Scenario-based analysis is one such tool. The scenarios in this report explore the implications of alternative stabilization levels of anthropogenic greenhouse gases (GHGs) in the atmosphere, and they explicitly consider the economic and technological foundations of such response options. Such scenarios are a valuable complement to other scientific research contained in the twenty-one CCSP Synthesis and Assessment Products. The companion to the research reported here, Global-Change Scenarios: Their Development and Use, explores the broader strategic frame for developing and utilizing scenarios in support of climate decision making.

Scenarios of Greenhouse Gas Emissions and Atmospheric Concentrations

Robustness is a key criterion for evaluating alternative decisions under conditions of deep uncertainty. However, no systematic, general approach exists for finding robust strategies using the broad range of models and data often available to decision makers. This study demonstrates robust decision making (RDM), an analytic method that helps design robust strategies through an iterative process that first suggests candidate robust strategies, identifies clusters of future states of the world to which they are vulnerable, and then evaluates the trade-offs in hedging against these vulnerabilities. This approach can help decision makers design robust strategies while also systematically generating clusters of key futures interpretable as narrative scenarios. Our study demonstrates the approach by identifying robust, adaptive, near-term pollution-control strategies to help ensure economic growth and environmental quality throughout the 21st century.

It is often important to search high dimensional spaces looking for patterns more complicated than maxima or minima of cost functions. For example, we can provide users with visualizations of two of three dimensional slices through such a space, but need to automate finding interesting pictures from among the very large number of possible slices. This problem, which can be called “subspace pursuit”, has proven very important for recent work in using exploratory modeling to understand complex systems. Conceptually akin to projection pursuit methods popularized in statistics, subspace pursuit is a problem area that has potential importance for a wide range of applications. In this paper, I present an evolutionary approach to making such searches.
