The principal aim of this book is to make planners and policymakers more aware of the problems that can arise in developing investment strategies for education and the analytical tools and information that are available to help solve them. It draws both on World Bank analysis and research and on the wider literature on planning educational investment. Among the topics discussed are the contribution of education to economic and human development, cost-benefit analysis, the demand for educated manpower, finance, the efficiency and quality of education, equity considerations, and the links between investment in education and in other sectors.

Tax policy has far-reaching implications for economic development and public administration. This book, which presents a modern theory of public finance, brings together many of the most distinguished economists who have written on the subject. They provide coherent principles for tax design and a systematic framework for the analysis of practical questions of tax reform and pricing policy in developing countries. The book is especially timely as countries experience increasing shortages of government revenue and the distortions brought about by poorly designed tax systems. It pays particular attention to the special problems of developing countries, such as the taxation of agriculture. The aim throughout is to develop techniques that can be quantitatively applied given the data available, and empirical case studies illustrate the methods in action. The authors analyze the links between tax theory, social cost-benefit analysis, and the pricing of publicly supplied goods and services. They also explore the empirical and econometric problems of identifying the tradeoffs between equity and efficiency. Other topics treated include the analysis of labor markets, the taxation of foreign private investment and of fuel, and the pricing of education. Although the models used concentrate on developing countries, most of the methods and discussion apply as well to the problems of more affluent countries.

The theory of taxation for developing countries

This article discusses how fertility relates to social status with the use of a new dataset, several times larger than the ones used so far. The status-fertility relation is investigated over several centuries, across world regions and by the type of status-measure. The study reveals that as fertility declines, there is a general shift from a positive to a negative or neutral status-fertility relation. Those with high income/wealth or high occupation/social class switch from having relatively many to fewer or the same number of children as others. Education, however, depresses fertility for as long as this relation is observed (from early in the 20th century).

Fertility and Education: What Do We Really Know?

The presence or absence of differences between husbands and wives in patterns of relationship between certain economic variables and desired family size may indicate: a) whether or not conjugal roles condition the effects of economic factors on the demand for children; and b) the extent to which assumptions in economic models of fertility about the nature and existence of common family utility functions are empirically supported. In order to test for such differences equations regressing husbands and wifes desired family size separately on selected economic social and background variables are estimated using data from a survey of Mexican-American couples. The results reveal considerable husband-wife differences in patterns of relationship particularly in the cases of variables measuring wifes wage and labor force participation. Further analysis reveals that whether husbands desired family size is affected primarily by the wifes potential wage or by her current labor force participation depends on the degree to which the wife has mutually acknowledged influence on family decisions concerning the number of children to have.
