Guidelines for Preventive Activities in General Practice

The introduction of the Foundation Stage and its associated legislation has constituted a radical innovation that is transforming early childhood education. In this paper we show how the Effective Provision of Pre‐school Education (EPPE) research programme continues to contribute towards achieving these improvements in practice. In focusing upon the EPPE programme's influence upon pedagogic practice in particular, the paper draws predominantly upon the research findings and recommendations associated with our qualitative case studies. This work was first published in the Researching Effective Pedagogy in the Early Years (REPEY) report in 2002, and in the EPPE Technical Paper 10 in 2003. Practitioners respond positively to research when it is focused on specific teaching and learning contexts and practices. The EPPE project therefore applied Environment Rating Scales to identify the quality of educational provision, and used multilevel analysis to isolate the independent variables of most significance in explaining variations in the progress and development of young children during their time in pre‐school. The multi‐level analysis identified ‘good’ and ‘excellent’ centres, based on measurable child outcomes. Twelve of these centres were selected for in‐depth qualitative case study enquiries that both extended and triangulated the quantitative analysis. This paper shows how the qualitative findings, as well as some of the data that they have been drawn from, have subsequently been applied to provide the practical guidance and exemplar resources needed in the development and improvement of early years educational practice.

The Effective Provision of Pre-School Education (EPPE) Project : Report on Age 6 Assessment

Objectives Early child development may have important consequences for inequalities in health and well-being. This paper explores population level patterns of child development across Australian jurisdictions, considering socioeconomic and demographic characteristics. Design Census of child development across Australia. Setting and participants Teachers complete a developmental checklist, the Australian Early Development Index (AEDI), for all children in their first year of full-time schooling. Between May and July 2009, the AEDI was collected by 14 628 teachers in primary schools (government and non-government) across Australia, providing information on 261 147 children (approximately 97.5% of the estimated 5-year-old population). Outcome measures Level of developmental vulnerability in Australian children for five developmental domains: physical well-being, social competence, emotional maturity, language and cognitive skills and communication skills and general knowledge. Results The results show demographic and socioeconomic inequalities in child development as well as within and between jurisdiction inequalities. The magnitude of the overall level of inequality in child development and the impact of covariates varies considerably both between and within jurisdiction by sex. For example, the difference in overall developmental vulnerability between the best-performing and worst-performing jurisdiction is 12.5% for males and 7.1% for females. Levels of absolute social inequality within jurisdictions range from 8.2% for females to 12.7% for males. Conclusions The different mix of universal and targeted services provided within jurisdictions from pregnancy to age 5 may contribute to inequality across the country. These results illustrate the potential utility of a developmental census to shed light on the impact of differences in universal and targeted services to support child development by school entry.

Jurisdictional, socioeconomic and gender inequalities in child health and development: analysis of a national census of 5-year-olds in Australia

This paper reports on school readiness (SR) and its predictors in five‐ to six‐year‐old children from a prospective, longitudinal study of children from eight months to seven years (the Early Language in Victoria Study – ELVS). The ELVS children came from a representative sample of children recruited though the State Government Infant and Child Health Centres at the age of eight months who were studied at yearly intervals with a combination of parent surveys and face‐to‐face assessments. The study had a focus on language, pre‐literacy and behavioural development. In pre‐school and preparatory grade, teachers of the children completed a brief questionnaire rating SR characteristics, including cognitive, language and personal/social competencies. The data bank on these children provided a set of hypothesised child and family predictors of the SR score which were tested via factor analysis and regression analyses. Predictors of school readiness in five‐ to six‐year‐old children from an Australian longitudinal community sample

Socio-environmental factors, including the neighbourhoods in which children live and grow, are key determinants of children’s developmental outcomes. Thus, it is important to examine and consider the relationships between these factors and the multiple contexts that influence children. Drawing on a broad disciplinary range of existing research, we aimed to develop a conceptual model of neighbourhood effects influencing early childhood development. The neighbourhood effects literature was reviewed with a specific focus on existing models and frameworks. This review was then further expanded through consultation with our cross-disciplinary research collaboration (Kids in Communities Study Collaboration). From this a theoretical model specific to early childhood development was developed. The hypothesised model comprised five interconnected domains: physical, social, service, socio-economic, and governance. A small trial of indicator measurement was conducted and findings were used to make a series of recommendations regarding measures or indicators which might provide useful and effective for neighbourhood effects research. The proposed model provides a useful and novel conceptual framework for classifying neighbourhood effects research. By synthesising disparate but related areas of research, the resultant five domains provide a useful approach to understanding and measuring child development in the context of community and environment, therefore advancing knowledge in this area. Expanding the current neighbourhood effects paradigm to accommodate broader constructs appears critical in considering the multiple environments that may act as key determinants of children’s wellbeing and psychosocial outcomes.

Neighbourhood Effects Influencing Early Childhood Development: Conceptual Model and Trial Measurement Methodologies from the Kids in Communities Study

This literature review was commissioned by the Office for Children and Early Childhood Development, Department of Education and Early Childhood Development (DEECD), as part of its Early Childhood Intervention Services (ECIS) Reform Project (Stage 2): Developing Options and Next Steps. This Project aims to significantly enhance the efficiency, effectiveness and sustainability of Victoria’s ECIS system and improve outcomes for children with a disability or developmental delay and their families. Early childhood intervention services (ECIS) support children with a disability or developmental delay from birth to school entry and their families. ECIS provides special education, therapy, counselling, service planning and coordination, assistance and support to access services such as kindergarten and child care. The services funded through DEECD are provided by government Specialist Children's Services teams and non-government Early Childhood Intervention agencies. In addition to the services provided by ECIS teams and agencies, the state and federal governments fund a range of complementary programs to support young children with developmental disabilities and their families. These include initiatives to support families (My Time parent groups, Family Support Packages), services to support inclusion (Preschool Field Officers, Inclusion Support Facilitators), and funding to support particular disability groups (Helping Children with Autism packages). These additional services and supports, together with the ECIS teams and agencies, make up the totality of early childhood intervention provision for young children with disabilities. The focus of the literature review is research on contemporary Australian and international evidence-based service delivery models for children with a disability, developmental delay or additional needs aged 0-8 years.
