: War is a product of its age. The tools and tactics of how we fight have always evolved along with technology. We are poised to continue this trend. Warfare in the Information Age will inevitably embody the characteristics that distinguish this age from previous ones. These characteristics affect the capabilities that are brought to battle as well as the nature of the environment in which conflicts occur. Often in the past, military organizations pioneered both the development of technology and its application. Such is not the case today. Major advances in Information Technology are being driven primarily by the demands of the commercial sector. Furthermore, Information Technology is being applied commercially in ways that are transforming business around the globe. The purposes of this book are to describe the Network Centric Warfare concept; to explain how it embodies the characteristics of the Information Age; to identify the challenges in transforming this concept into a real operational capability; and to suggest a prudent approach to meeting these challenges.

Network Centric Warfare: Developing and Leveraging Information Superiority

This paper presents a survey of recent research in cooperative control of multivehicle systems, using a common mathematical framework to allow different methods to be described in a unified way. The survey has three primary parts: an overview of current applications of cooperative control, a summary of some of the key technical approaches that have been explored, and a description of some possible future directions for research. Specific technical areas that are discussed include formation control, cooperative tasking, spatiotemporal planning, and consensus.

Information Warfare and Information Operations (IW/IO) : A Bibliography

This paper addresses the fundamental discipline theoretic question of whether situation awareness is a phenomenon best described by psychology, engineering or systems ergonomics. Each of these disciplines places a different emphasis on the notion of what situation awareness is and how it manifests itself. The approach from psychology places situation awareness as something that can only exist in the minds of people in a system. This means that the unit of analysis is the individual and that team situation awareness is the summation of individual situation awareness. The engineering perspective puts situation awareness in the world, represented in the artefacts and objects that people use. This means that the unit of analysis is the things that people interact with. Finally, the systems ergonomics perspective places emphasis on the interaction between people and their artefacts in the world, to propose that situation awareness functions like distributed cognition. This means that the unit of analysis is the whole socio-technical system. Each of these perspectives is presented and compared with reference to studies in aviation and other domains. It is concluded that the distributed cognition perspective of situation awareness offers the most comprehensive explanation of the phenomena observed in socio-technical systems. Socio-technical systems theory allows exploration of the social and technical sub-systems independently, which offers a theoretical framework for aligning the three views of situation awareness.

Is situation awareness all in the mind

Proactive information sharing is a challenging issue faced by intelligence agencies in effectively making critical decisions under time pressure in areas related to homeland security. Motivated by psychological studies on human teams, a team-oriented agent architecture, Collaborative Agents for Simulating Teamwork (CAST), was implemented to allow agents in a team to anticipate the information needs of teammates and help them with their information needs proactively and effectively. In this paper, we extend CAST with a decision-making module. Through two sets of experiments in a simulated battlefield, we evaluate the effectiveness of the decision-theoretic proactive communication strategy in improving team performance, and the effectiveness of information fusion as an approach to alleviating the information overload problem faced by distributed decision makers.
