Research Design: Qualitative, Quantitative, and Mixed Method Approaches

Human beings are described by many spiritual traditions as ‘blind’ or ‘asleep’ or ‘in a dream.’ These terms refers to the limited attenuated state of consciousness of most human beings caught up in patterns of conditioned thought, feeling and perception, which prevent the development of our latent, higher spiritual possibilities. In the words of Idries Shah: “Man, like a sleepwalker who suddenly ‘comes to’ on some lonely road has in general no correct idea as to his origins or his destiny.” In some religious traditions, such as Christianity and Islam, the myth of the ‘Fall from the Garden of Eden’ symbolizes the loss of the primordial state through the veiling of higher consciousness. Economic systems are increasingly prone to complexity and uncertainty. Therefore, making well-informed decisions requires risk analysis, control and mitigation. In some areas such as finance, insurance, crisis management and health care, the importance of considering risk is largely acknowledged and well-elaborated, yet rather heterogeneous concepts and approaches for risk management have been developed. The increased frequency and the severe consequences of past supply chain disruptions have resulted in an increasing interest in risk. This development has led to the adoption of the risk concepts, terminologies and methods from related fields. In this paper, existing approaches for quantitative supply chain risk management are reviewed by setting the focus on the definition of supply chain risk and related concepts.

In complex strategic decision-making situations the need for well-structured support arises. To evaluate decision alternatives, information about the situation and its development must be determined, managed and processed by the best available experts. For various types of information different reasoning principles have been developed: deterministic, probabilistic, fuzzy and techniques for reasoning under ignorance (i.e., the likelihood of an event cannot be quantified). We propose a new approach based on Decision Maps supporting decision makers under fundamental uncertainty by generating descriptions of different possible situation developments (scenarios) in a distributed manner. The scenarios are evaluated using Multi-Criteria Decision Analysis techniques.

Decision maps: A framework for multi-criteria decision support under severe uncertainty

Modern critical infrastructure (CI) systems are tightly coupled, resulting in unprecedented complexity and difficulty to predict, limit and control the consequences of disruptions caused by hazards. Therefore, a paradigm shift in disaster risk management is needed: instead of focusing on predicting events, resilience needs to be improved as a basis for adequate response to any event. This paper starts from a definition of CI resilience that provides a basis for quantitative and qualitative decision support. For the quantitative modelling approach, which aims at measuring the resilience of individual CIs, we focus on two CIs of fundamental importance for disaster response: transportation and power supply. The qualitative framework details relations between CIs. The results of this research are illustrated by a case study that analyses the impact of Hurricane Sandy. The findings highlight the need for a framework that combines qualitative and quantitative information from heterogeneous sources to improve disaster resilience.

Measuring disaster resilience: The impact of hurricane sandy on critical infrastructure systems.

. At the end of October 2012, Hurricane Sandy moved from the Caribbean Sea into the Atlantic Ocean and entered the United States not far from New York. Along its track, Sandy caused more than 200 fatalities and severe losses in Jamaica, The Bahamas, Haiti, Cuba, and the US. This paper demonstrates the capability and potential for near-real-time analysis of catastrophes. It is shown that the impact of Sandy was driven by the superposition of different extremes (high wind speeds, storm surge, heavy precipitation) and by cascading effects. In particular the interaction between Sandy and an extra-tropical weather system created a huge storm that affected large areas in the US. It is examined how Sandy compares to historic hurricane events, both from a hydro-meteorological and impact perspective. The distribution of losses to different sectors of the economy is calculated with simple input-output models as well as government estimates. Direct economic losses are estimated about USD 4.2 billion in the Caribbean and between USD 78 and 97 billion in the US. Indirect economic losses from power outages is estimated in the order of USD 16.3 billion. Modelling sector-specific dependencies quantifies total business interruption losses between USD 10.8 and 15.5 billion. Thus, seven years after the record impact of Hurricane Katrina in 2005, Hurricane Sandy is the second costliest hurricane in the history of the United States.
