PURPOSE:To exactly seal a ship with an oil fence by a method in which plates connected to the back end of an oil fence are provided in a vertically movable manner in relation to a dolphin and a tubular seal rubber to be pressingly touched by the ship is provided to the tip of the plates. CONSTITUTION:A tubular seal rubber 2 is attached to the tip of a plate 1 made of an elastic material, e.g., FRP, etc., and a float 3 and an auxiliary float 4 are attached to the plate 1. An oil fence 5 is connected to the back end of the plate 1. The plate 1 is vertically guided by a guide lever 6 supported on a dolphin D and anchors 12 on the bottom of sea. Repulsion force against impaction to be encountered when the ship S comes into contact with piers is effectuated by the softness of the seal rubber 2 to ensure the sealing of the ship S and the oil fence.

PROBLEM TO BE SOLVED: To improve a knee protector for passengers so as to assemble in a vehicle in a desired aspect without losing safety of car passenger such that the space for mounting various devices in a dashboard and the space remaining around knees are not limited. SOLUTION: A knee protector for car passenger has gas bags 14, 16 disposed in a recess in a car near the legs for passengers. In the state not expanded, the gas bags 14, 16 have length along with a virtual center axis in its axial direction, so as to be attached in a curved shape around the leg recess in a car. When expanded, the length of the gas bags 14, 16 are decreased between the ends 22, 24, 26, 28 in the axial direction to enable the bags to withstand to the radial force applied from the knees of the passengers.
