We investigate whether income inequality affects subsequent growth in a cross-country sample for 1965-90, using the models of Barro (1997), Bleaney and Nishiyama (2002) and Sachs and Warner (1997), with negative results. We then investigate the evolution of income inequality over the same period and its correlation with growth. The dominating feature is inequality convergence across countries. This convergence has been significantly faster amongst developed countries. Growth does not appear to influence the evolution of inequality over time. Outline

Encountering development: the making and unmaking of the Third World

Abstract There is a growing acknowledgement that micro-credit programs have potential for equitable and sustainable development. However, my anthropological research on the micro-credit program of the Grameen Bank shows that bank workers are expected to increase disbursement of loans among their members and press for high recovery rates to earn profit necessary for economic viability of the institution. To ensure timely repayment in the loan centers bank workers and borrowing peers inflict an intense pressure on women clients. In the study community many borrowers maintain their regular payment schedules through a process of loan recycling that considerably increases the debt-liability on the individual households, increases tension and frustration among household members, produces new forms of dominance over women and increases violence in society.

This article analyses the impact of agricultural liberalisation on different farming classes in the region of Telangana in South India. The region has been witnessing significant growth in real agricultural output over the last 15 years. At the same time, as NSS (National Sample Survey) household survey data indicate, there have been significant welfare declines not only for marginal farmers and landless labour, but for other groups as well. There have also been more than a thousand farmer suicides between 1998 and 2002. I argue in this article that during the liberalisation period, that is, post 1990, agricultural growth and increased distress have become mutually intertwined. I use the terms, growth-inducing distress and distress-inducing growth to explain this apparent paradox.

Growth and Distress in a South Indian Peasant Economy During the Era of Economic Liberalisation

Introduction
Several studies have pointed out that Indian agriculture has performed poorly since 
the 1990s, especially after 1994-5 (e.g. Dev 2004; Reddy 2006; Vaidyanathan 
2006; Radhakrishna et al., 2007). This claim is made along two axes. First, growth 
in agriculture after 1990 has declined relative to the 1980s (Government of India 
2007). Second, small cultivators have witnessed a reduction in their welfare.2 We 
discuss welfare declines below, but one manifestation of this is the increase in farmer 
suicide rate in some regions of the country, for example in Telangana and Vidarbha.3
The economics literature that has attempted to explain these outcomes is sharply 
polarized. One group (Gulati and Kelley 1999; Gulati and Narayanan 2003) has 
held the slow pace of agricultural liberalization responsible, and has advocated an 
increased role for markets. The other group (Sen 2003; Patnaik 2003) blames the 
withdrawal of state support of agriculture and the integration of agriculture into global 
markets, and advocates an increased role for the state. While drawing significantly 
on the latter strand, our paper offers an explanation based on long-term structural 
changes, changes in policy framework, and a realignment of classes in rural India.4
