The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue application. The modern state takes on social functions that seek to regulate imbalances, to protect weak social positions and prevent the disintegration of the social system. It regulates the processes in society by harmonizing interests and opposing marginalization. Every modern country develops social activities that reflect the specifics of a particular society, correspond to its economic, political and cultural status. They are the result of political decisions aimed at directing and regulating the process of adaptation of the national society to the transformations of the market environment. Social policy is at the heart of the development and governance of each country. Despite the fact that too many factors and problems affect it, it largely determines the physical and mental state of the population as well as the relationships and interrelationships between people. On the other hand, social policy allows for a more global study and solving of vital social problems of civil society. On the basis of the programs and actions of political parties and state bodies, the guidelines for the development of society are outlined. Social policy should be seen as an activity to regulate the relationship of equality or inequality between different individuals and social groups in society. Its importance is determined by the possibility of establishing on the basis of the complex approach: the economic positions of the different social groups and individuals, by determining the differences between them in terms of income, consumption, working conditions, health, etc .; to explain the causes of inequality; to look for concrete and specific measures to overcome the emerging social disparities.

Той дава възможност да се търсят неравенства в икономическите позиции на индивидите във връзка със собствеността, труда и условията за труд, разпределението на доходите и потреблението, социалното осигуряване и здравеопазването, да се търсят източниците за тези неравенства и тяхната социална оправданост или неоправданост. Съвременната държава поема социални функции, чрез които се стреми да регулира дисбалансите, да защитава слабите социални позиции и да не позволява разпадането на обществената система. Тя регулира процесите в обществото, като хармонизира интересите и се противопоставя на маргинализацията. Всяка модерна държава развива социални дейности, които отразяват особеностите на конкретното общество, съответстват на неговото икономическо, политическо и културно състояние. Плод са на политически решения, целящи да насочват и регулират процеса на адаптация на националното общество към трансформациите на пазарната среда. Социалната политика стои в основата на развитието и управлението на всяка страна. Независимо от това, че върху нея оказват влияние твърде голям брой фактори и проблеми, то тя до голяма степен определя физическото и психичното състояние на населението, както и взаимоотношенията и взаимовръзките между хората. От друга страна, социалната политика дава възможност за по-глобално изучаване и решаване на жизнено важни социални проблеми на гражданското общество. На базата на програмите и действията на политическите партии и на държавните органи се очертават насоките за развитие на обществото. Социалната политика следва да се разглежда като дейност за регулиране отношенията на равенство или неравенство между различните индивиди и социални групи в обществото. Нейното значение се определя от възможността на базата на комплексния подход да се установят: икономически позиции на различните социални групи и индивиди, като се определят различията между тях по отношение на доходи, потребление, условия на труд, здравеопазване и др; да се разкрият причините за неравенството; да се търсят конкретни и специфични мерки за преодоляване на възникналите социални различия.

Bulgarian Abstract: В новата история на България са правени няколко опита за държавно регламентиране на общественото подпомагане. Първият закон в този област е приет през 1934 г. Той урежда въпросите свързани с поддържането на безплатни трапезарии, подслони, приюти, сиропиталища, в които „недъгави, слепи, неизлечимо болни, душевно болни и др. се издържат от средствата на окръжните благотворителни съвети, ако те са болни или техните близки, които по закон са длъжни да се грижат за тях, нямат достатъчно средства за издръжката им”. Съгласно посочената Наредба-закон, общественото подпомагане обхваща „всяко частно или обществено начинание, което има за цел да облекчи положението на нуждаещите се членове на обществото”. Нуждаещ се по смисъла й е „всеки, които няма възможност сам или чрез помощта на онези свои близки, които по действащите закони са длъжни да се грижат за неговата издръжка, да задоволява своите и на своите близки жизнени потреби или пък поради телесен или душевен недостатък не може със собствени средства и труд и без чужда помощ да поддържа своето съществуване”. В структурата на социалното подпомагане могат да се обособят две основни части - социални помощи и социални услуги. Някои от помощите имат универсален характер, а други целят смекчаване на бедността. Предоставянето им се основава на социалната работа, като се прилага индивидуален подход и оценка на конкретните потребности на лицата и семействата. Социалната политика на дадена държава е съвкупност от специфични дейности, които целят да регулират социалните отношения между различни по своето социално положение субекти. Този подход към изясняването на социалната политика се нарича още функционален и по същество разглежда социалната политика като дейност за регулиране на отношенията на равенство или неравенство в обществото. Той дава възможност да се търсят неравенства в икономическите позиции на индивидите във връзка със собствеността, труда и условията за труд, разпределението на доходите и потреблението, социалното осигуряване и здравеопазването, да се търсят източниците за тези неравенства и тяхната социална оправданост или неоправданост. Белег на тази политика е социалната работа (дейност). English Abstract: Several attempts have been made in the new history of Bulgaria to regulate social welfare system. The first law in this area was adopted in 1934. It regulates the issues related to the maintenance of free dinning rooms, shelters,asylums, orphanages in which "disabled, blind, terminally ill, mentally ill, are supported by the funds of district charities if they are ill or their relatives who are legally obliged to take care of them have insufficient funds to support them. " According to the above-mentioned Ordinance-Law, the social support covers "any private or public enterprise which aims to alleviate the situation of the members of the society who need it". To be in need, in its sense is "anyone who is unable, alone or through the help of those of his relatives who, under the laws in force, are required to take care of his support, to satisfy his or her immediate living needs, or because of a physical or mental defect cannot, with his own means and labor and without help, maintain his existence. " In the structure of social assistance two main parts can be identified - social assistance and social services. Some of the aids are of a universal nature and others aim to alleviate poverty. Their provision is based on social work, applying an individual approach and assessing the specific needs of individuals and families. The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue distribution. A characteristic feature of this policy is social work (activity). As a term, social work is also understood as a type of profession and as a system of specialized institutions, and increasingly diverse practices that, in order to be effective, should use an integrated knowledge of fundamental human and social groups sciences, knowledge about the society as a whole.

Този подход към изясняването на социалната политика се нарича още функционален и по същество разглежда социалната политика като дейност за регулиране на отношенията на равенство или неравенство в обществото. Той дава възможност да се търсят неравенства в икономическите позиции на индивидите във връзка със собствеността, труда и условията за труд, разпределението на доходите и потреблението, социалното осигуряване и здравеопазването, да се търсят източниците за тези неравенства и тяхната социална оправданост или неоправданост. Белег на тази политика е социалната работа (дейност). Като термин социалната работа се разбира и като вид професия, и като система от специализирани институции, и все по-многообразни практики, които, за да бъдат ефективни, следва да използват интегрирано знание от фундаменталните науки за човека и обществените групи, за обществото като цяло. Основните проблеми на социалната работа като дейност на обществото, като държавна дейност, неотделима част от социалния, институционен и политически живот, са: ненавременно и неадекватно подпомагане или обслужване на нуждаещите се лица, семейства, домакинства, социални групи; неадекватна кореспонденция с европейските стандарти и критерии при осъществяване на социалната работа, като се имат предвид нашите национални традиции и опит; липса на координация и съгласуване на социалната работа по видове, форми, йерархични равнища; липса на взаимодействие (общуване, диалог) на социалния работник с клиента (групата) в посока хуманизъм, демократичност и спазване на етиката; липса на професионална квалификация (знания, умения, опит) на социалните работници и помагащите лица. В общи линии конкретните измерители могат да бъдат дефинирани по различен ред и в различен порядък, но общото, което ги обединява, е социалната ефективност на процеса. С оглед на поетите от страната ни ангажименти, свързани с членството ни в ЕС, е възприета нова концепция за социална зашита на българските граждани. Според нея, всеки български гражданин е отговорен за индивидуалното си благосъстояние, а държавата се ангажира със създаване на предпоставки за повишаване на заетостта, за намаляване на бедността и за преодоляване на социалната изолация в условията на все още неблагоприятна икономическа среда. В сферата на социалните дейности е възприет диференциран подход за оказване на ефективна подкрепа на тези, които действително се нуждаят от нея. Вниманието е фокусирано върху всеки човек с неговите проблеми и нужди. Насоките на развитие на социалните дейности се определят от възприемането на активен подход в тази област. Развитието на социалното подпомагане не може да се разглежда изолирано от процесите, протичащи в останалите звена на системата за социална защита.

The main problems of social work as an activity of society, as a state activity, an inseparable part of the social, institutional and political life, are: untimely and inadequate support or service for the needy, families, households, social groups; inadequate correspondence to European standards and criteria in performing social work, bearing in mind our national traditions and experience; lack of coordination and coordination of social work by types, forms, hierarchical levels; lack of interaction (communication, dialogue) of the social worker with the client (group) towards humanism, democracy and ethics; lack of professional qualification (knowledge, skills, experience) of social workers and assisting persons. In general, specific criteria can be defined in a different way and in a different order, but the general thing that brings them together, is the social effectiveness of the process. In view of the commitments made by our country related to our EU membership, a new concept of social protection of Bulgarian citizens was adopted. According to it, every Bulgarian citizen is responsible for his individual well-being, and the state is committed to creating prerequisites for increasing employment, reducing poverty and overcoming social exclusion in the context of a still unfavorable economic environment. In the field of social activities, a differentiated approach has been adopted to provide effective support to those who really need it. Attention is focused on every person with their problems and needs. The guidelines for the development of social activities are determined by adopting an active approach in this area. The development of social assistance cannot be seen in isolation from the processes taking place in other parts of the social protection system.

Abstract Ensuring effective customer service requires targeted efforts in a number of areas, one of which is to develop service standards for each market segment. Differentiating customer service is achieved by adopting different standards according to the following criteria: availability of assortment varieties and quantities in percentage of orders placed; actually delivered quantities and assortment varieties in percent of the ordered ones; time (cycle) to execute orders in hours or days, and more. The development of service standards uses the results of its analyzes and assessments. Standards relating to customer service should be developed in the following areas: responsibilities of management; quality control system; supplier's obligations; design management; document management; purchase quality; product identification; management of the processes of providing services; customer service quality assessment; management of control, measuring and implementation equipment; corrective actions applied in the case of established discrepancies in the provided services; loading, unloading, storing, packaging, delivery and storage of the product; customer interaction; control over data related to service quality; internal audits related to service quality; personnel training; statistical methods.
