Social Democracy in the Global Periphery focuses on social-democratic regimes in the developing world that have, to varying degrees, reconciled the needs of achieving growth through globalized markets with extensions of political, social and economic rights. The authors show that opportunities exist to achieve significant social progress, despite a global economic order that favours core industrial countries. Their findings derive from a comparative analysis of four exemplary cases: Kerala (India), Costa Rica, Mauritius and Chile (since 1990). Though unusual, the social and political conditions from which these developing-world social democracies arose are not unique; indeed, pragmatic and proactive social-democratic movements helped create these favourable conditions. The four exemplars have preserved or even improved their social achievements since neoliberalism emerged hegemonic in the 1980s. This demonstrates that certain social-democratic policies and practices - guided by a democratic developmental state - can enhance a national economy's global competitiveness.

Kaffee ist nicht nur ein beliebtes Getrank, sondern vernetzte auch unterschiedliche Welten: Der Kaffeehandel band Hamburg und Bremen in transnationale Netzwerke ein, die sich zwischen Europa und Lateinamerika erstreckten.
Zentralamerika war fur den globalen Kaffeehandel wichtig, weil die Region als erste die „nasse“ Form der Aufbereitung einfuhrte. Die hohe Qualitat dieser „gewaschenen“ Kaffees machte sie auf dem Weltmarkt begehrt. Deutsche Einwanderer pragten die Handelsverbindungen zwischen den zentralamerikanischen Kaffee-Anbauregionen und den norddeutschen Hafenstadten: Sie grundeten Exportfirmen, erwarben Kaffeeplantagen und beteiligten sich an der Vorfinanzierung der Ernten.
Christiane Berth analysiert Biografien und Netzwerke deutscher Kaffee-Akteure in Guatemala, Costa Rica und Chiapas. Dabei zeigt sie, wie deren Handelsnetzwerke durch wirtschaftliche Krisen und neue ausenpolitische Konstellationen bruchig wurden, im Nationalsozialismus unter Druck gerieten und wahrend des Zweiten Weltkrieges zerbrachen. Trotzdem blieben auch in der Nachkriegszeit Handelsbeziehungen zwischen Nationalstaaten, Netzwerke in der Kaffeebranche und Biografien der Kaffee-Akteure eng miteinander verknupft.

The Costa Rican talk of crime is fundamentally based on the assumption that a formerly explicitly nonviolent nation has been transformed into a battleground for social violence—that is, on the belief that an alarming “crime wave” is occurring today while there was no crime at all in the past. On the basis of this assumption, the fear of crime and the call for zero tolerance and drastic law enforcement actions have been increasing. In this paper I discuss the Costa Rican talk of crime from a historical perspective to demonstrate that crime has always been a topic that has generated pervasive feelings of insecurity and social pessimism. I argue that social changes in Costa Rican society and the paradigmatic shift in economic and social‐welfare politics since the 1980s have been essential in the transformation of the talk of crime. As part of this transformation, the politicization of crime since the 1990s has been one of the most powerful changes in the dominant discourse.
Kultur der Angst und Kontrolle in Costa Rica (II): Der Diskurs uber Gewalt und sozialer Wandel
Der costaricanische offentliche Diskurs uber Gewalt und Kriminalitat stutzt sich vor allem auf die Pramisse, dass sich die ehemals gewaltlose Nation in ein Schlachtfeld alltaglicher Gewalt verwandelt hat, das heist, dass heute in Costa Rica eine Besorgnis erregende „Welle der Gewalt“ zu beobachten ist, wahrend es in der Vergangenheit quasi keine Kriminalitat gegeben hat. Auf der Grundlage dieser Pramisse wachsen in der Bevolkerung die ge‐sellschaftliche Angst einerseits sowie der Ruf nach der harten Hand. Andererseits werden immer drastischere staatliche und private Masnahmen der Kriminalitatsbekampfung legitimiert. Dieser Beitrag untersucht zunachst den costaricanischen Diskurs uber alltagliche Kriminalitat in historischer Perspektive. Darauf aufbauend wird argumentiert, dass einschneidende gesellschaftliche Veranderungen und ein Paradigmenwechsel in Sozial‐ und Wirtschaftspolitik seit den 1980er Jahren ausschlaggebend dafur sind, dass sich der Diskurs uber Gewalt und Kriminalitat gewandelt hat. Eine der wichtigsten Veranderungen liegt dabei in der Politisierung alltaglicher Kriminalitat.

The Culture of Fear and Control in Costa Rica (II): The Talk of Crime and Social Changes

Costa Rican literary historiography has been built from the convention that literature arises in the country from the second half of the 19th century. This article proposes a journey through the historical causes of such prejudice and through the disqualifying opinions of Costa Rican literary historians. It proposes the necessary foundation of a historiographical current that, from multidisciplinarity and from the exploration of little-known discursive genres, redefines the object of study of colonial literature. Finally, the necessary tasks for its constitution are postulated as a road map.

En esta ideologia se ofrece una vision evolutiva y progresiva de la dinamica social y se privilegian constantemente los procedimientos de caracter institucional y legal como reguladores de la vida social. Es una ideologia que la loa la tranquilidad, la paz y la armonia. La ideologia cafetalera costarricense es persistente e incluso ha tenido una gran influencia en la historia intelectual de  Costa Rica. Abstract This article describes the ideology of small and medium coffee producers in Costa Rica. Their ideology offers an evolutionary and progressive view of social dynamics, and constantly emphasizes institutional and legal procedures as the means for regulation of social life. It is an ideology which praises peacefulness and social harmony. The Costa Rican coffee ideology is seen as persistent and very influential in the country´s intellectual history.

La Ideología de los pequeños y medianos productores cafetaleros costarricenses (1900-1961)

Introduccion No aparece razonable negar que haya ocurrido una renovacion de la ensenanza y  de  la investigacion universitarias de la historia de Costa Rica durante los ultimos tres lustros. Las  dos contribuciones que han abierto este debate en le  numero anterior de esta Revista parecen compartir dicha opinion. No obstante, ellas discrepan en cuanto a si la transformacion es producto de la continuidad o  de  una ruptura y tambien sobre las bondades de las nuevas orientaciones. En efecto, mientras que Araya Pochet subraya la existencia de  una mutacion a partir de 1970. Melendez Chaverri pone el acento en una evolucion sin discontinuidad desde la fundacion de la Universidad de Costa Rica en 1941, hasta el presente.
