Development of public-private partnership in Russia

New formats and mechanisms for public – state governance (PSG) in Russia are discussed in paper. The definition of PSG is given. Ten out of hundreds of new mechanisms are listed. Terminological aspects are considered discusses methodological aspects of the development of OSU. The three case studies are described in detail: phased access for socially oriented non-commercial organizations which are providers for public utility services ( SONCO-PPUS) to 10% of the social sphere budget; competition mechanism for providing subsidies for socially oriented NGOs of Moscow and the development of competition on the socially significant markets of the Russian Federation (the standard of competition).
