The simplest neutrino mass matrix

TL;DR: In this paper, the simple ansatz for the neutrino mass matrix consistent with the data from neutrinos oscillation experiments, and admitting CP violation, was proposed, which is the simplest ansatz known to us, and has only two free parameters: an arbitrary mass scale and a small dimensionless ratio.
