The sources of social power

Although demography continues to be the most prominent discipline concerned with population dynamics, involvement of other disciplines is highly desirable. The case for a multidisciplinary approach to population theory has been aptly stated by Kurt Mayer: “Any meaningful interpretation of the cause and effects of population changes must … extend beyond formal statistical measurement of the components of change, i.e. fertility, mortality and migration, and draw on the theoretical framework of several other disciplines for assistance (Mayer 1962).” In noting that the “analysis of the causal determinants and consequences of population change forms the subject matter of population theory,” Mayer inferentially acknowledges the epidemiologic character of population phenomena, for as its etymology indicates, (epi, upon; demos, people; logos, study), epidemiology is the study of what “comes upon” groups of people. More specifically, epidemiology is concerned with the distribution of disease and death, and with their determinants and consequences in population groups. Inasmuch as patterns of health and disease are integral components of population change, epidemiology's reservoir of knowledge about these patterns and their determinants in population groups serves not only as a basis for prediction of population change but also as a source of hypotheses that can be further tested to correct, refine and build population theory. Furthermore, many epidemiologic techniques that have heretofore been limited to the examination of health and disease patterns can be profitably applied as well to the exploration of other mass phenomena, such as fertility control.

A theory of epidemiologic transition, sensitive to the formulations of population theorists who have stressed the demographic, biologic, sociologic, economic and psychologic ramifications of transitional processes, was conceived by this author less than four years ago. Recognition of the limitations of demographic transition theory and of the need for comprehensive approaches to population dynamics stimulated the development of this theory (Van Nort and Karon 1955; Micklin 1968).

The Epidemiologic Transition: A Theory of the Epidemiology of Population Change

After World War II a select number of countries outside Japan and the West-those that Alice Amsden calls "the rest"-gained market share in modern industries and altered global competition. By 2000, a great divide had developed within "the rest", the lines drawn according to prewar manufacturing experience and equality in income distribution. China, India, Korea and Taiwan had built their own national manufacturing enterprises that were investing heavily in R&D. Their developmental states had transformed themselves into champions of science and technology. By contrast, Argentina, Brazil and Mexico had experienced a wave of acquisitions and mergers that left even more of their leading enterprises controlled by multinational firms. The developmental states of Mexico and Turkey had become hand-tied by membership in NAFTA and the European Union. Which model of late industrialization will prevail, the "independent" or the "integrationist," is a question that challenges the twenty-first century.

Social mobilization is a name given to an overall process of change, which happens to substantial parts of the population in countries which are moving from traditional to modern ways of life. It denotes a concept which brackets together a number of more specific processes of change, such as changes of residence, of occupation, of social setting, of face-to-face associates, of institutions, roles, and ways of acting, of experiences and expectations, and finally of personal memories, habits and needs, including the need for new patterns of group affiliation and new images of personal identity. Singly, and even more in their cumulative impact, these changes tend to influence and sometimes to transform political behavior.The concept of social mobilization is not merely a short way of referring to the collection of changes just listed, including any extensions of this list. It implies that these processes tend to go together in certain historical situations and stages of economic development; that these situations are identifiable and recurrent, in their essentials, from one country to another; and that they are relevant for politics. Each of these points will be taken up in the course of this paper.Social mobilization, let us repeat, is something that happens to large numbers of people in areas which undergo modernization, i.e., where advanced, non-traditional practices in culture, technology and economic life are introduced and accepted on a considerable scale. It is not identical, therefore, with this process of modernization as a whole, but it deals with one of its major aspects, or better, with a recurrent cluster among its consequences.
