An agenda for a reformed cohesion policy

The aim of this paper is to perform an exploratory spatial data analysis on the growth and development level of the 76 Turkish regions over 1995–2001. While our choropleth maps indicate that the Western part of the country is significantly more developed than the East, the tools of spatial statistics reveal the presence of spatial dependence across provinces. The presence of heterogeneity is reflected in the distribution of Local Indicators of Spatial Association statistics. Overall, our results shed new light on the distribution of growth across Turkish regions and its relation with public investments and human capital, two indicators of development.

Cohesion is an important EU policy domain that was originally primarily about regional development, but which has since acquired wider objectives. This article examines the definition of cohesion and how cohesion policy has evolved in the EU. It then looks at the impact of cohesion policy as a process in European integration, before focusing on possible reforms of cohesion policy. Five main dimensions of reform explored are the underlying remit of the policy, whether it should be retained in richer member states and regions, the linkages between innovation and cohesion, legitimacy issues and the economic governance role of cohesion policy. The article concludes that new thinking is needed to deal with the many unresolved issues around the future of cohesion policy.

Cohesion or confusion: a policy searching for objectives

This paper analyzes the evolution of per capita income inequality among 197 European regions between 1977 and 2003, and seeks evidence of the relationship between the European Economic and Monetary Union (EMU) and interregional income inequality. The conclusion is that overall interregional income inequality has decreased since 1977, owing to a decrease in between-country inequality. The panel analysis conducted in this paper suggests that the adoption of the common currency has, thus far, exacerbated regional inequality in poorer EU countries, while it has not significantly affected regional inequality within richer countries. Inequality in less advanced countries has also increased with the establishment of the convergence criteria and with the implementation of the Single Market.

In the past the European Union has shown a remarkable dynamism. This is first reflected in indicators of market and policy integration (deepening of the process). It is next reflected in the increased number of countries that have become members of the EU (widening of the process). It is likely that this dynamism of the past will be continued in the future. There are certainly new challenges ahead. In matters of deepening, these include the successful implementation of the Economic and Monetary Union. In matters of widening, there is the task of the integration of the Central and Eastern European countries.

The Dynamics of Economic Integration and Cohesion in the EU: Experience from the Past and Challenges for the Future

In the past he EU has taken up an ever more important role in matters of cohesion policy. The objectives and principles of EU cohesion policy have been given a strong constitutional basis. We describe the development of this EU constitutional frame in the first section. We then turn our attention to the systemic choice the EU has made to put these constitutional elements into practice. To that end we discuss in some detail the objectives: we specify the three dimensions of cohesion: economic, social and territorial. Next we move into governance aspects; in other words the ways and means. As far as ways are concerned we specify how the EU delivers its cohesion policy. Particularly important in this respect is the development of a system of multi level government involving notably regional authorities but also other actors. The second point we deal with are the regulatory and financial means: in other words the choice of instruments. We find that on these two points the EU has made choices that are rather in line with theoretical prescriptions. We turn our attention next to the question whether the EU can improve on the systemic choices made. In this framework we deal with a few question that are now heavily debated.
