The US cataloging community is an interorganizational network with the Library of Congress (LC) as the lead organization, which reserves to itself the power to shape cataloging rules. Peripheral members of the network who are interested in modifying changes to the rules or to the network can use various strategies for organizational change that incorporate building ties to the decision-makers located at the hub of the network. The story of William E. Studwell’s campaign for a subject heading code illustrates how some traditional scholarly methods of urging change—papers and presentations—are insufficient to achieve reform in an interorganizational network, absent strategies to build alliances with the decision makers.

SUMMARY USE, a new subject approach particularly designed for automated use on the Internet and elsewhere, is proposed. This system combines a fixed linguistic component with a simple and consistent structure for combination of terms, suitable for multinational, multicultural and multilingual use. Examples of its use in practice are given. An international implementation approach for USE is provided.

The similarities and differences between thesauri and the lists of sub- ject headings are analyzed, taking into account the work plan for the 2003 revi- sion of the US standard Z39.19. A recent article suggested that the subject code movement of the late 1980s and early 1990s was "virtually dead." Although the author believes that this may not necessarily be true, the situation is reviewed from the perspective that the subject code is indeed dead. Several potential suspects in the killing are examined, and some conclusions as to guilt are formulated.

The Library of Congress' Subject Cataloging Manual is a useful tool for catalogers. However, it also is a barrier to substantial and comprehensive revision and reform of LC subject access.

A multinational, multicultural, and multilingual subject access system possibly based on modified Library of Congress subject headings is proposed for the future. The “Universal Subject Environment” would be a natural adjunct to the Anglo-American Cataloging Rules and the Internet, both of which are international in scope and impact. Some details of the new system are outlined, as are avenues of implementation.
