The combined power generation system comprises a power transmission system and at least one power generation unit, wherein each power generation unit also comprises at least one set of high-temperature fuel cell device and at least one rotary heat engine power generator; the high-temperature fuel cell device comprises at least one group of fuel cell stack unit and an air pipeline system and a gas pipeline system connected with each fuel cell stack unit; the gas and the air undergo an electrochemical reaction in the fuel cell stack unit to generate electric energy; the fuel cell stack units are arranged annularly to enable a hot air cavity to be formed in the middle; and the high-temperature heat absorption end of the rotary heat engine power generator is embedded in the hot air cavity to absorb air heat to convert the air heat to mechanical energy, and the mechanical energy is converted to electric energy by the power generator and is outputted. The combination between the high-temperature fuel cell and the rotary heat engine power generator converts waste heat to the electric energy, the power generation efficiency is improved, the structure is simple, the size is small, and distributed application is facilitated.
