The present invention is directed to perform fine low-voltage control without largely increasing the circuit layout area in a low-power consumption structure. In the case of shifting a region to a low-speed mode, a system controller outputs a request signal and an enable signal to a power switch controller and a low-power drive circuit, respectively, to turn off a power switch and to perform a control so that the voltage level of a virtual reference potential becomes about 0.2 V to about 0.3V. The region operates on voltages between a power supply voltage and a virtual reference potential, so that it is controlled in the low-speed mode.

It comprises receiving, from each of a plurality of users, a request for issuing a parking right, each containing a unique identifier associated with a parking area and a license plate number identifying a unique vehicle; storing, in a centralised database, each request; issuing a parking right for each of the plurality of users, including a parking right expiry time; collecting a license plate number of a vehicle for which a parking right status is to be verified and a unique identifier associated with a parking area where the vehicle is located; querying the database, by comparing the license plate number, with the license plate numbers stored in the database; and determining if a parking right has been issued that corresponds to the license plate number of the vehicle. PURPOSE:To extrude only the formed article in the stage by knocking out the flanged product and to improve productivity in a titled working method in which the inside and outside walls of a pipe material are restrained by a master die and a mandrel by fixing integrally the mandrel to the lower die assembly of a rotary forging machine. CONSTITUTION:A lower die assembly 20 is constituted of a master die 26 which is freely axially slidably inserted via an elastic force applying means 29 and a mandrel 21 fitted via a knock-out sleeve 25 into the hole thereof, etc. A pipe material W to be worked is first inserted between the die 26 and the mandrel 21 and the bottom end thereof is supported by the sleeve 25. The top end is made slightly lower than the top end of the mandrel 21. When the assembly 20 is pushed upward toward the direction P, the material W is forced upward while the material is restrained by the die 26 and the mandrel 21 and the top end thereof is pressed to an upper die presser 10 which rotates while inclining upward. The means 29 is in succession compressed and the top end 35 of the mandrel advances into the recess 12 of the presser 10 then the top end of the material W is swaged into the engraving recess 29 of the die 26. The assembly 20 is then lowered and when the formed article of the pipe material with a flange W2 is ejected, the mandrel 21 is fixed and is therefore not ejected.

CONSTITUTION:A mobile body 1 is constituted of a moving side light emitting/receiving device 2 having a wide light emitting angle and a wide light receiving angle and a moving side control part 3 to execute the mediation of a signal between the moving side light emitting/receiving device 2 and a controlled substance 32. Mobile body optical communication control system

PURPOSE:To select the correct measured value of the vehicle speed in vehicle speed measuring devices using two sensing means which are separaed by a specified distance, by judging whether the vehicle has run in parallel with a traffic lane or not based on difference in sensed times and each sensed time. CONSTITUTION:The vehicle 1 runs on a road 7a and passes over sensing regions 2 and 3 of the first and second vehicle sensing devices. The sensing regions 2 and 3 are separated by the distance L. The running speed is obtained from the rise time difference DELTAT of the sensed output. If the vehicle does not run in parallel with the lane, as shown by a course 6, the rise time difference does not correspond to the distance L correctly. Let the sensing time for the vehicle at sensing regions be T1 and T2. The measured value is selected by a ratio of T1-T2 and the rise time difference DELTAT. Thus inadequate measured values are eliminated.

PROBLEM TO BE SOLVED: To remarkably reduce the trouble of analyzing a vehicle that repeatedly performs violations and also to sufficiently secure reliability of the analysis. SOLUTION: An image picking up part 14 picks up the image of an illegal vehicle that is detected by a detecting part 12. An image processing part 22 reads a part of a number that is a part of a registration number label of the illegal vehicle based on the image data and gets partial number data. A writing part 23 mutually associates the image data with the partial number data and stores them in a storing means 24. A selecting part 25 selects image data of a prescribed number or more when the number of image data that are associated with the same partial number data among image data stored in the part 24 is the prescribed number or more. A displaying part 26 shows each selected image. When a worker sees the image and confirms a vehicle that performs violations more than prescribed times by an operating part 27, an outputting part 28 outputs data about the illegal vehicle.
