PURPOSE:To realize the simple and highly efficient reading and input of a character string written in a free format by defining the upper, lower, right and left directions for characters forming a string and collating a train of character recognition results obtained in said four directions directly with a character string dictionary for identification of character strings CONSTITUTION:A character rotation identifying part 4 recognizes the character pictures stored in a pattern memory 3 by reference to a character dictionary 5 In this case, the character pictures are turned to the reading direction of a photoelectric converting part 1 every prescribed angle and it is supposed that those character pictures may possibly set in the upper, lower, right and left directions respectively Thus the result of recognition is obtained for each of said four direction by reference to the dictionary 5 A character string identifying part 6 compares a train of results of character recognition with a character string to be recognized and registered in a character string dictionary 7 in terms of each supposed direction Thus the part 6 decides whether the corresponding character string is contained in the dictionary 7 or not Thus the character strings written vertically and horizontally on the slips in the free format can be read for input with high accuracy and high efficiency

PURPOSE:To execute the picture processing to document information by adhering a paper chip described with control information to document paper and reading it optically for the input, thereby inputting control information for the picture processing to the document information. CONSTITUTION:A paper chip 12 being adhered to a prescribed space at a prescribed position of a document face 11 being the object of picture processing whose surface characteristic is that the control information described thererupon is easily read optically, is prepared. Then the information on the document face 11 adhered with the paper chip 12 described with control information is read and inputted, the information obtained from the adhered position of the paper chip 12 of the information read and inputted is segmented and the control information described on the paper chip 12 is subject to recognition processing and the form of the picture processing to the information described on the document face 11 is controlled according to the result of recognition. Thus, the control information required for the picture processing is simply supplied, and the processing operation is simplified.
