A decade ago in 2007 we published a forum in International Relations of the Asia-Pacific (IRAP) on ‘Why there is no non-Western IR theory?’. Now we revisit this project ten years on, and assess the current state of play. What we do in this article is first, to survey and assess the relevant literature that has come out since then; second, to set out four ways in which our own understanding of this issue has evolved since 2007; third to reflect on some ways in which Asian IR might contribute to the emergence of what we call ‘Global IR’; and fourth to look specifically at hierarchy as an issue on which East Asian IR scholars might have a comparative advantage. Our aim is to renew, and perhaps refocus, the challenge to Asian IR scholars, and our hope is that this will contribute to the building of Global IR

This paper uses the Poliheuristic Theory (PH), developed by Mintz, which incorporates both psychological and rational choice components in a synthesis of these previously isolated approaches, to explain decision making in Chinese foreign policy crises China is an interesting initial case for this project for two reasons One is its importance as a permanent member of the UN Security Council and rising superpower The other is China's reputation as a nearly unique “black box”—an especially challenging case—with regard to decision making in foreign policy crises Taken from the authoritative compilation of the International Crisis Behavior (ICB) Project, the nine cases (with available data) in which China is a crisis actor span the period from 1950 to 1996 A comparative analysis of Chinese decision making in times of crisis is used to test hypotheses derived from the PH The hypotheses focus on how decisions are anticipated to occur over two stages Principal expectations are that the non compensatory rule, which places priority on political considerations, will determine viable alternatives at the first stage, while choices more in line with expected value maximization or lexicographic ordering will characterize the second stage

Framing a sinocentric narrative? China's public diplomacy in Africa through global regional and bilateral lenses

After decades of policy learning and adoption of “Western” theories of international politics, the Chinese academic community has (re-)turned to the construction of a “Chinese” theory framework. This article examines the recent academic debates on theory with “Chinese characteristics” and sheds light on their historical and philosophical foundations. It argues that the search for a “Chinese” paradigm of international relations theory is part of China's quest for national identity and global status. As can be concluded from the analysis of these debates, “Chinese” theories of international politics are expected to fulfil two general functions – to safeguard China's national interests and to legitimize the one-party system.
