Abstract: The pace of developments in national and international policies for the conservation and management of the living marine resources of the Bering Sea has accelerated dramatically, while key stocks have evidenced severe population declines. These developments stem from overcapitalization of the U.S. domestic fishery and overexploitation of straddling stocks within the central Bering Sea high seas “donut hole.”; In waters under U.S. jurisdiction, a unique limited entry management system is being readied for the sablefish and halibut fisheries. At the same time, internal changes in Russia have created the preconditions for a convergence of interests with the United States regarding maritime regimes and coordination mechanisms for the region. That convergence was manifested in a joint effort to negotiate a voluntary suspension of pollock fishing in the central Bering Sea with noncoastal fishing states.
